Rajiv Gandhi Centre for Biotechnology (RGCB), an autonomous institution under the Department of Biotechnology (DBT), Government of India, located in Thiruvananthapuram, has invited applications to fill 1 Hindi Officer post on deputation. RGCB is one of India's premier biotechnology research institutes, and this Hindi Officer will handle Official Language implementation and translation work for the institute — a general (unreserved) category post open to eligible officers from any background.

You don't need a science or biotechnology background to apply — Central Government employees from any ministry, department, or autonomous body with the right Hindi/English qualifications and Official Language experience are eligible. This is a good opportunity for experienced Rajbhasha/Hindi officers looking to move into a premier research institution. The selected officer will ordinarily be posted at RGCB, Thiruvananthapuram, but may be assigned duties anywhere in India connected with RGCB's activities, as decided by the competent authority.

Like every Central Government body, RGCB is required to implement the Official Language Act and promote the use of Hindi in its day-to-day administration, correspondence, and publications. The Hindi Officer plays a key role in making this happen — translating documents, training staff, and coordinating official language compliance across departments.

Who Can Apply?

  • Service: You should currently be working in a Central Government Ministry/Department, Statutory Organisation, or Autonomous Body of the Government of India, with total service of at least 10 years.
  • Grade — Option 1: Holding an analogous post on regular basis in your parent cadre.
  • Grade — Option 2: 5 years of regular service in Level-7 of the Pay Matrix or equivalent.
  • Grade — Option 3: 7 years of regular service in Level-6 of the Pay Matrix or equivalent.
  • Qualification: A Master's Degree in Hindi with English studied as a subject at degree level, OR a Master's Degree in English with Hindi studied as a subject at degree level.
  • Experience: At least 7 years of experience in Official Language implementation and translation work, with working knowledge of English-to-Hindi (and vice-versa) translation and the Official Language Act and Rules.
  • Desirable: A Rashtrabhasha Praveen qualification, and experience in file management, office automation, or organizing Hindi training and workshops will be an added advantage. Familiarity with translating scientific and administrative content used at a biotechnology research institute is also useful, though not mandatory.
  • Tenure: The initial deputation period is 2 years, extendable as per Central Government rules, up to a maximum of 5 years including any previous ex-cadre deputation.

Salary

  • This post carries Level-8 of the 7th CPC Pay Matrix, which ranges from approximately Rs. 47,600 to Rs. 1,51,100 per month.
  • You will also get DA, HRA, and other allowances as per Central Government rules.
  • Since this is a deputation post, standard Central Government deputation pay protection rules will apply, so you will not draw less than your existing pay.

Selection Process (No Written Exam)

There is no written exam for this deputation post. RGCB will select the Hindi Officer through:

  1. Document Screening: Your bio-data, qualifications, and experience certificates will be reviewed by RGCB.
  2. Cadre Clearance: Your parent department must issue a Cadre Clearance Certificate confirming you are eligible for deputation.
  3. APAR Review: Your Annual Performance Appraisal Report ratings for the last five years will be evaluated.

Applications must be forwarded through proper channel by your parent department to be considered final; advance copies sent directly by you will only be treated as provisional.

Responsibilities

  • Handle translation of official documents from English to Hindi and vice-versa

Eligibility Criteria

Minimum Qualification

Master's Degree from a recognised University in Hindi with English studied as a subject at degree level, OR Master's Degree in English with Hindi studied as a subject at degree level.

Preferred Qualification

Rashtrabhasha Praveen or equivalent qualification; experience in file management, office procedures, and office automation in Government administrative systems.

Required Skills

Translation from English to Hindi and vice-versa; knowledge of Official Language Act, Rules, and implementation procedures
