TRAI Joint Advisor Recruitment 2026 - HQ New Delhi

Telecom Regulatory Authority of India (TRAI), New Delhi - the statutory body set up under the TRAI Act, 1997 to regulate the telecom and broadcasting sectors - has released circular No. 1-06/2026-HR dated 19 May 2026 for filling up the post of Joint Advisor at TRAI HQ, New Delhi. The post is on deputation initially for three years and is open only to serving government officers, not to open-market candidates. The recruitment goes through online application followed by attested hard copy submission via the parent department.

Who Can Apply?

You must be a serving officer of the Central Government, State Government, Union Territory Administration, autonomous body, statutory organisation, PSU, recognised university, or recognised research institution AND meet one of the service conditions below.

Service Conditions (any one):

• Holding an analogous post on regular basis in the parent cadre or department, OR
• 4 years of service rendered after regular appointment in Level-12 (Rs. 78,800 - Rs. 2,09,200) or equivalent in the parent cadre or department, OR
• 12 years of regular service in Group 'A' or equivalent AND having held a Level-11 post on regular basis for at least 6 years

Educational Qualifications (any one):

• Bachelor's degree in Electronics Engineering / Telecommunications Engineering / Electrical Engineering / Electrical and Electronics Engineering / Information Technology / Computer Science Engineering recognized by AICTE, OR
• Master's or Bachelor's degree in Business Administration, Economics, Commerce, Engineering, Law, Science or Humanities from a UGC-recognised university or institute, OR
• Membership of the Institute of Chartered Accountants of India (ICAI) or the Institute of Cost and Management Accountants of India (ICMAI)

Age Limit

• Maximum age: 56 years on the last date of submission of applications in TRAI
• This is a strict ceiling for deputation appointments and cannot be relaxed

Salary

• Pay Level: Level-13 in the Pay Matrix as per 7th CPC
• Pay range: Rs. 1,23,100 to Rs. 2,15,900 per month
• Plus DA, HRA and other allowances as per Central Government rules
• Appointment governed by DoP&T OM No. 6/8/2009-Estt. (Pay II) dated 17 June 2010 on deputation/foreign service terms

Selection Process

Selection is on the basis of the screening of applications and recommendation by the Authority. There is no written exam for this deputation post.

1. Screening of Applications: TRAI will shortlist eligible officers based on qualification, experience and service record
2. Cadre Clearance & Vigilance Clearance: Parent department must forward ACRs/APARs for the last 5 years along with vigilance and disciplinary clearance
3. Final Selection by the Authority: Suitable candidates are placed at the disposal of TRAI

Tenure: Initial deputation for 3 years. If an officer joins TRAI and later seeks early repatriation to the parent organisation before completing the tenure, that officer will be barred from applying to TRAI vacancies for 3 years.

• Assist senior management in regulating telecommunications and broadcasting services across India
• Analyse policy issues, market data and stakeholder inputs related to the telecom sector
• Prepare consultation papers, recommendations and regulatory orders for the Authority
• Coordinate with service providers, ministries and consumer groups on tariff, quality of service and licensing matters
• Review compliance of regulations by telecom service providers and broadcasters
• Represent TRAI in inter-ministerial meetings, technical committees and stakeholder consultations
• Supervise research and analytical work carried out by junior officers in the assigned division
