Who Can Apply?

Director (Finance & Administration) - Level 14:

  • Deputation: You should hold an analogous post in Level 14, or Level 13 with 4 years of regular service, in Central/State Government, PSUs or Autonomous Bodies.
  • Qualification: Graduate, preferably Post Graduate in Commerce, Business Administration or Humanities.
  • Experience: 10-15 years in Finance and Administration in Central Government, with exposure to budgeting, audit, accounts and establishment matters.
  • Contract (retired officials): You must have retired from a Level 14 post, or Level 13 with 4 years of regular service.

Director (Project/Technical) - Level 14:

  • Deputation: Analogous post in Level 14, or Chief Engineer/Associate Professor in Level 13A, or Superintending Engineer in Level 13 with 4 years of service.
  • Qualification: Degree in Civil Engineering. A Doctorate or Post Graduate degree in Civil Engineering with specialization in road construction is preferred.
  • Experience: 10-15 years in project appraisal, monitoring and evaluation, including projects funded by the World Bank or Asian Development Bank.

Joint Director (Project/Technical) - Level 13A:

  • Deputation: Analogous post in Level 13A, or Superintending Engineer in Level 13 (2 years) or Level 12 (4 years), or Executive Engineer in Level 11 (7 years).
  • Qualification: Degree in Civil Engineering. A Post Graduate degree in Highways/Transportation/Civil Engineering is preferred.
  • Experience: Minimum 5 years in Civil Engineering works related to road construction.

Deputy Director (Project/Technical) - Level 12:

  • Deputation: Analogous post in Level 12, or Executive Engineer in Level 11 (3 years), or Assistant Executive Engineer in Level 10 (5 years).
  • Qualification: Degree in Civil Engineering, preferably with a Post Graduate degree.
  • Experience: Minimum 5 years in Civil Engineering works.

Assistant Director (Finance & Administration) - Level 11 (Deputation only):

  • Eligibility: Analogous post in Level 11, or Assistant Director in Level 10 (4 years), or Level 9 posts (7 years).
  • Qualification: Graduate in any discipline.
  • Experience: Minimum 3 years in Government/Commercial/Public Works accounting, statutory and internal auditing, budgeting, establishment matters or procurement.

Age Limit

  • Director posts: Preferably 40-45 years, not exceeding 56 years on deputation (Director Project/Technical can go up to 58 years, relaxable to 59-60 years in special cases).
  • Joint Director and Deputy Director posts: Preferably 30-45 years, not exceeding 56 years on deputation.
  • Assistant Director post: Preferably 30-45 years, not exceeding 56 years.
  • Contract basis (retired officials): Maximum age limit is 62 years.

Salary

  • Director posts (Level 14): Rs. 1,44,200 to Rs. 2,18,200 per month.
  • Joint Director (Level 13A): Rs. 1,31,100 to Rs. 2,16,600 per month.
  • Deputy Director (Level 12): Rs. 78,800 to Rs. 2,09,200 per month.
  • Assistant Director (Level 11): Rs. 67,700 to Rs. 2,08,700 per month.
  • Deputationists get their respective Pay Level plus other allowances as per Government of India rules. Contract consultants (retired officials) get a fixed monthly remuneration equal to their last pay drawn minus basic pension, as per the Department of Expenditure's Office Memorandum dated 09.12.2020.

There is no written exam for these posts. NRIDA will screen applications based on your eligibility, pay level and service record. If you are applying on deputation, your application must be forwarded through proper channel with cadre clearance, vigilance clearance and APARs of the last five years.

  • Oversee financial planning, budgeting and audit for PMGSY-funded rural road projects
  • Monitor and evaluate ongoing road construction projects across states
  • Review technical specifications and progress reports from state PMGSY implementing agencies
  • Coordinate with multilateral funding agencies like the World Bank and Asian Development Bank on project appraisal
  • Manage establishment, procurement and administrative matters for the agency
  • Prepare periodic reports for senior management and the Ministry of Rural Development
  • Ensure compliance with government financial, audit and accounting rules
  • Support policy implementation for the rural road connectivity programme
