The Maharashtra Public Service Commission (MPSC) has released Advertisement No. 013/2026 for the Civil Judge Junior Division and Judicial Magistrate First Class Preliminary Examination 2024. A total of 286 Group A Gazetted posts are open under the Law and Judiciary Department, Government of Maharashtra. Knowledge of Marathi is mandatory for all posts. Both fresh law graduates appearing as Advocates and serving Ministerial Staff with a Law Degree can apply.

Who Can Apply?

Educational Qualification

  • You must hold a Degree in Law (LLB) from a recognised university.
  • Knowledge of Marathi — you must be able to speak, read, write and translate fluently between Marathi and English.

Experience Requirement

  • Advocates / Public Prosecutors / Government Pleaders: At least 3 years of practice in the High Court of Bombay or its subordinate courts as on 30 April 2026.
  • Ministerial Staff (High Court / District Court): Minimum 3 years of service after obtaining the Law Degree.

Age Limit

  • Minimum age: 21 years
  • Maximum age (Advocates / Public Prosecutors): 35 years
  • Maximum age (Ministerial Staff): 45 years
  • Age Relaxation: Backward Class / PwD / Orphan candidates get 5 years relaxation (up to 40 years for Advocates).

Salary

  • Pay Level: J-1 of Maharashtra Judicial Services Pay Matrix
  • Starting basic pay: Rs. 77,840 per month
  • Plus DA, HRA, Judicial Allowance, Medical Reimbursement and official residence facility as per Maharashtra Government rules

Selection Process

The selection happens in three successive stages:

  1. Preliminary Examination: Objective screening test of 100 marks. This is a qualifying stage to shortlist candidates for the Main Examination.
  2. Main Examination: Descriptive test consisting of two papers of 100 marks each (200 marks total).
  3. Interview / Personality Test: Personal interview of 50 marks to assess your suitability.

The final merit list is prepared on the combined performance of the Main Examination and Interview.

Responsibilities

  • Hear and decide civil suits and original civil proceedings within the assigned jurisdiction
  • Try and dispose of criminal cases as a Judicial Magistrate of First Class
  • Pass judgments, orders and decrees as per the Code of Civil Procedure and Code of Criminal Procedure
  • Conduct framing of charges, recording of evidence and examination of witnesses
  • Maintain court diaries and supervise court staff in your jurisdiction
  • Apply Indian laws, precedents and Maharashtra-specific statutes accurately and impartially
  • Follow the High Court of Bombay's guidelines on case management and judicial conduct

Eligibility Criteria

Minimum Qualification

Degree in Law (LLB) from a recognised university with mandatory knowledge of Marathi (read, write, speak and translate)

Preferred Qualification

LLM, additional certifications in Indian law, or higher law degrees

Required Skills

Legal drafting, knowledge of Indian Penal Code, Code of Civil Procedure, Code of Criminal Procedure, Indian Evidence Act, fluency in Marathi and English

Exam Pattern

The selection happens in three stages:

Stage 1: Preliminary Examination

  • Type: Objective (MCQ) screening test
  • Total marks: 100 marks
  • Purpose: Qualifying stage only — marks are not counted in the final merit

Stage 2: Main Examination

  • Type: Descriptive (written) test
  • Papers: 2 papers of 100 marks each (Total 200 marks)
  • Subjects include Civil Law, Criminal Law, Constitution and procedural laws

Stage 3: Interview / Personality Test

  • Total marks: 50 marks
  • Tests personality, knowledge and suitability for judicial service

Final Merit: Combined score of Main Examination (200) + Interview (50) = 250 marks.
