Bharat Heavy Electricals Limited (BHEL), India's largest government-owned engineering and manufacturing company, has a Board-level vacancy for Director (Human Resources). BHEL is a Maharatna Central Public Sector Enterprise (CPSE) under the Ministry of Heavy Industries, with over 27,800 employees and operations across power, defence, transportation, and heavy industry. The selection is conducted by the Public Enterprises Selection Board (PESB) through a structured interview process. The appointee will work directly under the Chairman and Managing Director and will be responsible for all HR functions across the organisation.

Who Can Apply?

Educational Qualification

• Mandatory: A graduate degree from a recognised university
• Preferred: Postgraduate degree or diploma in Human Resource Management, Personnel Management, MBA (HR), or PGDM/PGPM

Work Experience

• You must have at least 5 years of cumulative experience in HR / Personnel Management / Industrial Relations during the last 10 years
• Experience in manpower planning, industrial relations, employee engagement, compensation, and legal compliance is essential
• Experience in large engineering, defence, or heavy industry organisations is preferred

Employment Status

On the date of application and interview, you must be regularly employed (not contractual or ad-hoc) in one of the following:

• Central Public Sector Enterprise (CPSE)
• Central Government (Group 'A' Officer level), including Armed Forces and All India Services
• Public Sector Banks / Financial Institutions / Autonomous Bodies
• State PSUs
• Private sector companies with an annual turnover of Rs. 5,000 crore or more

Preference will be given to candidates from listed (publicly traded) companies.

Age Limit

• Minimum age: 45 years
• For internal BHEL candidates: Must have at least 2 years of residual service as on the date of vacancy (19 March 2026)
• For all other candidates: Must have at least 3 years of residual service as on the date of vacancy
• Superannuation age for CPSE Board-level posts is generally 60 years

Salary

• Pay Scale: Rs. 1,80,000 to Rs. 3,40,000 per month (IDA — Industrial Dearness Allowance scale)
• Pay classification: Schedule 'A' CPSE
• Plus IDA, HRA, perquisites, and other benefits as per BHEL Board-level pay rules
• This is among the highest pay scales in the Indian public sector

Selection Process

The selection is conducted by the Public Enterprises Selection Board (PESB) in the following stages:

1. Application Screening: PESB reviews all applications received through the portal and proper channel. Applications not routed through proper authority are rejected.
2. Shortlisting: Eligible candidates are shortlisted based on experience, qualification, and career record.
3. Interview by PESB: Shortlisted candidates appear before the PESB panel. There is no written exam — selection is merit and interview based.
4. Recommendation to Government: PESB recommends the selected candidate to the Government of India (Ministry of Heavy Industries) for appointment.
