NEIGRIHMS, an autonomous institute under the Ministry of Health and Family Welfare based in Shillong, has released advertisement F. No. EST-II-RGRA0ASC/1/2025-Estt.II dated 23 February 2026 to fill 1 Group A post of Executive Engineer (Civil). This is a deputation-based post, filled through the Composite Method (Deputation/ISTC or Promotion). The post is reserved as UR (Unreserved). Serving officers from Central/State Governments, UTs, Autonomous Organisations, Statutory Bodies, PSUs, Universities, or Recognised Research Institutions can apply through proper channel.

Who Can Apply?

Service Eligibility (Part A)

You must be a serving officer of the Central Government, State Government, UT, Autonomous Organisation, Statutory Body, PSU, University, or Recognised Research Institution, meeting one of the following:

• Holding an analogous post on a regular basis in the parent cadre/department; OR
• With 5 years' regular service at Level 10 of Pay Matrix or equivalent in the parent cadre/department; OR
• With 9 years' regular service at Level 7 of Pay Matrix or equivalent in supervisory capacity in the parent cadre/department.

Educational Qualification & Experience (Part B)

• Qualification: Bachelor Degree in Civil Engineering from a recognised University or institute.
• Experience: 7 years' practical experience in planning, designing, and construction work.

Special Note

• The Departmental Assistant Engineer (Civil) at Level 7 with 9 years of regular service in the grade will also be considered along with deputationists. If such a candidate is selected, the post will be deemed to have been filled by promotion.

Age Limit

• Maximum age for appointment on deputation (ISTC): 56 years as on the closing date of receipt of application.
• The period of deputation (ISTC) will ordinarily not exceed 5 years.

Salary

• Pay: Level 11 of the 7th CPC Pay Matrix — Rs. 67,700 to Rs. 2,08,700 per month.
• You will also get DA, HRA, TA, and other allowances as per Central Government rules.

Selection Process (No Written Exam)

Selection is based on the Composite Method:

1. Screening of Applications: Your application, APARs/ACRs for the last 5 years, Vigilance Clearance, and Integrity Certificate will be screened by the selection committee.
2. Interview / Selection by the Committee: Shortlisted candidates will be considered for selection by the duly constituted committee at NEIGRIHMS.
3. Promotion vs Deputation Decision: If a Departmental Assistant Engineer (Civil) at Level 7 with 9 years' service is selected, the post will be filled by promotion; otherwise by deputation (ISTC).

Note: No fee, no written examination — selection is based purely on service record and committee assessment.

3. Get your application forwarded through proper channel by your present employer.
4. Enclose APARs/ACRs for the last 5 years in original or photocopies attested by an officer of Under Secretary level or above.
5. Enclose the Vigilance Clearance and Integrity Certificate issued by your Cadre Controlling Authority.

• Plan and design civil engineering works for hospital buildings, residential quarters, and ancillary structures at NEIGRIHMS
• Supervise construction, renovation, and maintenance projects across the campus
• Prepare estimates, tenders, technical specifications, and progress reports for all civil works
• Coordinate with contractors, consultants, and government agencies on project execution and quality control
• Inspect ongoing works to ensure compliance with CPWD norms and project timelines
• Manage the civil engineering team and assign duties for routine maintenance and emergency repairs
• Maintain records of materials, expenditure, and project documentation as per government rules
• Advise the Director on infrastructure planning, capital works, and long-term campus development
