The Ministry of External Affairs (MEA) has one vacancy for Director (Legal and Treaties) in its Legal and Treaties Division, New Delhi. Ministry of External Affairs Director (Legal and Treaties) Recruitment 2026 - 1 Post
The Ministry of External Affairs (MEA), Government of India, has issued a vacancy circular (No. Q/CAD/578/03/2026) dated 9 March 2026, for filling up one post of Director (Legal & Treaties) in the Legal and Treaties Division on deputation basis. The Legal and Treaties Division handles India's international legal obligations, bilateral and multilateral treaty negotiations, and legal advisory work for the Ministry. This is a senior Group A post at Pay Level 13 (equivalent to the pre-revised GP of Rs. 8700). Experienced legal officers and advocates with expertise in international law should apply through proper channel before the deadline.
Who Can Apply?
This post is for officers on deputation from the following organisations:
- Central Government
- State Government or Union Territory Administration
- Autonomous Body or Statutory Organisation
- Public Sector Undertaking
- Recognised University or Institute
Service Eligibility (either of the following):
- Option A: Holding an analogous post on a regular basis in the parent cadre or department; OR
- Option B: Holding a post in Level 12 (Rs. 78,800–1,75,200) of the Pay Matrix with 5 years of regular service in that level in the parent cadre or department
Educational Qualification (Essential):
- Master's degree in Law with specialisation in international law, international relations, or international organisations from a recognised university
- Note: Candidates who have specialisation in international law at M.Phil or Ph.D level (but not at Master's level) are also eligible.
- International law includes: law of the sea, human rights law, international environmental law, international criminal law, and international trade law.
Experience (Essential):
- 15 years of experience as a practicing Advocate in a Court of law in India, OR dealing with legal matters in a law department of Government, OR teaching/conducting or guiding research in the field of law at a recognised university or institute
- Of the above, at least 8 years must be in the field of international law or international relations, after acquiring the minimum educational qualification
Desirable Qualification:
- Doctorate (Ph.D) in international law from a recognised institute or university
For Armed Forces Personnel (Deputation/Re-employment):
- Armed Forces Personnel at the rank of Brigadier and equivalent (in Navy and Air Force), currently in Level 13A, who are due to retire or be transferred to reserve within 1 year, and who possess the required experience and qualifications, are also eligible
Age Limit
- Maximum age: 56 years as on the closing date of receipt of applications (9 May 2026)
- Departmental officers in the feeder category who are in the direct line of promotion are not eligible for consideration on deputation
- Deputationists are not eligible for consideration for appointment by promotion
Salary
- Pay Level: Level 13 of the 7th CPC Pay Matrix (Pre-revised Grade Pay Rs. 8700)
- Entry Pay: Rs. 1,23,100 per month
- Maximum Pay: Rs. 2,15,900 per month
- Plus Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance, and other allowances as per Central Government rules
- Pay of selected officers will be fixed as per Government rules

Selection Process
There is no written exam for this post. Selection is based on:
- Application Screening: Applications received through proper channel will be reviewed for eligibility.
- Nomination Review: MEA will evaluate the bio-data, CR dossiers, and certificates sent with the application.
- Selection Committee: The curriculum vitae and supporting documents will be assessed by the Selection Committee.
- Deputation Order: Selected officers will be issued a deputation order from their parent organisation.
The period of deputation shall ordinarily not exceed 3 years. Incomplete applications or those received after the deadline are not likely to be considered.

Responsibilities
- Handle international legal matters, treaty negotiations, and legal advisory work for the Ministry of External Affairs
- Review and draft bilateral and multilateral treaties, agreements, and conventions involving India
- Advise senior officials and divisions of MEA on questions of international law and treaty obligations
- Represent India in international legal proceedings, arbitrations, or intergovernmental legal meetings as required
- Monitor developments in international law — including human rights law, law of the sea, international environmental law, and trade law — relevant to India's foreign policy
- Coordinate with other ministries, the Ministry of Law and Justice, and the Attorney General's office on international legal issues
- Maintain and update the Ministry's database of international treaties and agreements
