RCB, an institution of national importance under the Department of Biotechnology, Government of India, and a UNESCO Category II Centre, has released Advertisement No. RCB/BSU/02/2026/Rectt./HR to fill 2 contractual positions under the "Establishment of Biosafety Support Unit (BSU) Phase-II" project. These roles will support regulatory science, biosafety guidelines, and capacity-building work for the Review Committee on Genetic Manipulation (RCGM) and Genetic Engineering Appraisal Committee (GEAC). The Chief Scientific Officer post offers a monthly salary of up to Rs. 2,00,000, making it a high-value opportunity for experienced scientists in biotechnology regulatory affairs.

The BSU, anchored at RCB, plays a central role in India's biotechnology regulatory ecosystem. Its key functions include reviewing scientific data and regulatory compliance for biosimilars, vaccines, and emerging biotherapeutics; facilitating RCGM meetings and maintaining regulatory websites; developing and updating guidelines for emerging biotechnologies; conducting training and capacity-building programs for stakeholders; and certifying BSL-3 facilities. Both roles will work closely with government agencies, Principal Investigators, and the CSO/Coordinator of BSU to keep India's biosafety framework current with fast-moving science.

Who Can Apply?

For Chief Scientific Officer (Up to Rs. 2,00,000/month):

• You need a Doctoral degree in Science or a Master's degree in Engineering/Technology from a recognized university, with at least 20 years of relevant professional experience.
• Familiarity with regulatory affairs in biotechnology research and commercialization is desirable, along with experience leading R&D teams, managing research budgets and lab operations, and working knowledge of biosafety, compliance, and regulatory frameworks.
• As Chief Scientific Officer, you will be responsible for the overall management of the BSU project, including drafting regulatory guidelines, liaising with RCGM and GEAC, planning training programs, managing project finances, and reporting progress to the Executive Director, RCB.

For Project Scientist III - Biopharma/Biotherapeutics/Veterinary Science (Rs. 78,000/month + HRA):

• You need a Doctoral degree in Science or a Master's degree in Engineering/Technology from a recognized university, with a minimum of 7 years of R&D experience in industrial, academic, or science and technology organizations.
• Prior experience in R&D of cell and gene therapy products or recombinant biotherapeutics, and working knowledge of pharmacology principles, is desirable.
• As Project Scientist III, you will scrutinize applications for biosimilars, vaccines, and emerging biotherapeutics for regulatory compliance, review submitted study data, and draft biosafety guidelines and protocols.

Age Limit

• Minimum age for Chief Scientific Officer is 45 years.
• Age limit for Project Scientist III is 45 years.
• Age Relaxation: Available as per Government of India norms. The Competent Authority may grant further age/experience relaxation to otherwise suitable candidates.
• The closing date of the online application (13 September 2026) is the crucial date for determining eligibility with regard to age and qualification.

Salary

• Chief Scientific Officer: Monthly emoluments up to Rs. 2,00,000, based on your relevant experience.
• Project Scientist III: Monthly emoluments of Rs. 78,000 plus HRA.
• These are consolidated contractual emoluments; no other perks or allowances are admissible, and the positions do not carry any pay-level salary or benefits.

Selection Process

RCB will shortlist candidates through a Screening Committee:

1. Document Verification: Your qualifications, experience, and eligibility will be screened by a duly constituted Screening Committee.
2. Selection: Only shortlisted candidates will be called for the next stage of the selection process, as decided by the Competent Authority.

Positions are contractual, initially for 1 year, extendable at RCB's discretion and co-terminus with the BSU project. Performance is evaluated periodically, and the contract can be terminated with one month's notice on either side.
