The National Health Systems Resource Centre (NHSRC), New Delhi, is recruiting on behalf of the Ministry of Health and Family Welfare (MoHFW) for the post of Lead Consultant – Gender and PNDT in the RCH Division. This is a purely contractual position that supports the Ministry's work on the declining child sex ratio, the PC&PNDT Act, and gender-related health programmes across states. Candidates with senior national-level experience in PNDT Act implementation are especially encouraged to apply — the selected candidate will report to the Deputy Commissioner (PNDT), MoHFW, and be based in New Delhi. As Lead Consultant, you will work closely with state health departments, NGOs, and other stakeholders to strengthen the response to India's declining child sex ratio and improve enforcement of the PNDT Act nationwide. Your day-to-day work will include reviewing state Programme Implementation Plans (PIPs) for gender gaps, updating PNDT operational guidelines based on field feedback, visiting districts and diagnostic facilities to check compliance, and training frontline health workers such as ASHAs and ANMs on gender-sensitive service delivery. You will also be responsible for producing key outcomes such as training material, policy briefs, monitoring reports, and documentation of success stories that help the Ministry scale up effective gender interventions.

Who Can Apply?

  • Qualification: You need a postgraduate degree in women's/gender studies or a related social science, along with good technical knowledge of gender issues.
  • Experience: You should have 10 to 15 years of experience implementing gender-related programmes, including at least 7 years at the policy level monitoring the PC&PNDT Act's implementation in a senior national-level position.
  • Technical Knowledge: You must understand gender issues in public health programmes under the National Health Mission (NHM) — particularly PNDT, sex selection, family planning, reproductive health, and maternal and newborn health.
  • Additional Skills: You should have strong numerical and analytical skills, along with experience in programme management, capacity building, and supervisory support.
  • Team & Communication Skills: NHSRC is looking for someone who works well in a multi-disciplinary team, with strong interpersonal skills and excellent written and spoken English (working knowledge of Hindi is desirable). You should also be comfortable with MS Word, Excel, PowerPoint, and web-based research.
  • Domain Familiarity: Prior exposure to the public health system, key stakeholders, and government policies — particularly the National Health Mission and State Health Societies — will help you settle into this role quickly.

Salary

Responsibilities

  • Coordinate with state health departments, NGOs, and partners to design and implement gender and PC&PNDT programmes
  • Analyze the political, social, legal, and administrative factors affecting the declining child sex ratio
  • Review and update PNDT operational guidelines based on feedback from field visits and monitoring
  • Conduct periodic visits to districts and sub-districts to check PNDT Act compliance at diagnostic facilities
  • Prepare policy briefs, training material, and strategic documents on gender-related issues
  • Monitor HMIS data and prepare analytical reports on programme progress
  • Support the Ministry's advocacy efforts through project summaries, presentations, and stakeholder meetings

Minimum Qualification

Postgraduate degree in Women's/Gender Studies or related Social Sciences

Required Skills

Technical knowledge of gender issues and PC&PNDT Act implementation, computer proficiency (MS Word, Excel, PowerPoint), strong analytical and communication skills, working knowledge of Hindi desirable
