National Health Systems Resource Centre (NHSRC) is recruiting a Finance Data Analyst for the Ministry of Health & Family Welfare in New Delhi. This contractual engagement sits within the Financial Management Group of the National Health Mission (NHM) Finance Division, which supports financial monitoring of the health programme.

The NHM provides a framework for public health delivery, with the notice highlighting its rural focus. You will be part of the central finance support arrangement reporting to the Director or Deputy Secretary, Under Secretary and Finance Controller; the assignment connects the ministry with financial information supplied by states and union territories.

Service Conditions and Caveats

• Initial term: The notice sets the initial contract up to 31 March 2027. An extension depends on your performance and the division's continuing need for the assignment.
• Probation: The first three months are on probation. The notice also refers to continuation for a full year after satisfactory performance, alongside its stated initial end date; read these provisions together when reviewing your agreement.
• Renewal: Further engagement is at the ministry's discretion. An extension is not automatic simply because the initial assignment has been completed.
• Ending the engagement: Either you or the ministry may end the consultancy by giving one month's written notice.
• Travel: You must be prepared for extensive travel to states, districts, blocks and villages. Although the base is New Delhi, the assignment includes work away from the central office.
• Consultancy terms: Subsidy, compensation and pension are available only if the agreement expressly provides them. The notice states that consultancy income remains taxable and that taxes are not reimbursed.

• Consolidate state and union territory data on NHM grants, spending and fund balances.
• Compile financial monitoring reports and statements of funds position.
• Check source data and keep the division's financial database up to date.
• Prepare financial comparisons by budget head, activity, division, state and reporting period.
• Provide data for parliamentary questions, information requests, budgets and audits.
• Suggest improvements to finance and accounting data processes from the trends observed.
• Train state teams in data management and participate in NHM review visits.
• Update ministry web content and upload sanction orders.
