DoF Cyber Security Consultant and Young Professional Recruitment 2026: Overview
The Department of Fisheries (DoF), part of the Ministry of Fisheries, Animal Husbandry and Dairying, is building up its IT Infrastructure and Cyber Security Cell at Krishi Bhawan, New Delhi. It wants a Senior Cyber Security Consultant Grade-2 (Team Lead) and a small team of Young Professionals to run network, security and NIC application support for the department. These are contract consultancy engagements, not regular government posts — the engagement follows NITI Aayog's 2023 guidelines for consultants and young professionals. If you are an IT professional who has already worked with a central ministry or a CPSU, this is a chance to handle security and IT support for high-level government meetings.
Posts and Disciplines
- Senior Cyber Security Consultant Grade-2 (Team Lead): leads the department's cyber security work, from the Security Operations Centre and endpoint protection to audits and incident response. You need a global certification such as CEH, CISSP or CISM, plus hands-on Anti-APT, EDR and XDR experience.
- Young Professional (Network): looks after the department's LAN, WAN, Wi-Fi, firewalls, proxy and video conferencing setup. A CCNA or CCNP-type certification and Cisco, Fortinet or Palo Alto hands-on work are expected.
- Young Professional (NIC Application Support): supports NIC-hosted services such as eOffice, eForms, Bharat VC, gov.in email, Sandes and MeghRaj cloud for officers, divisions and attached offices.
Post-wise Duties
Senior Cyber Security Consultant Grade-2 (Team Lead)
You will set and review the department's security policies and SOPs, watch alerts from EDR, SIEM and SOAR tools, and lead the response when an incident hits. You will also handle forensic investigations, VAPT and ISO 27001 compliance, prepare monthly security reports, and run awareness sessions for staff with NIC and CERT-In.
Young Professional (Network)
You will configure and maintain routers, L2/L3 switches, next-generation firewalls and wireless access points, keep network diagrams and IP plans up to date, and coordinate with NIC and the ISP on DDoS protection and connectivity.
Young Professional (NIC Application Support)
You will give L1/L2 support on logins, password resets, role mapping and digital signature issues, help deploy patches and new applications, and keep uptime and incident reports for every NIC service the department uses.
Service Conditions and Caveats
- Government experience: The Team Lead needs at least 3 years, and the Network Young Professional at least 2 years, of work in the Central Government or a CPSU/PSU.
- Preference: Team Lead candidates holding the CISO Deep Dive or Advanced CISO Deep Dive certificate from NeGD, MeitY get preference.
- Tenure: Two years at first, extendable by one more year on performance; never beyond three years in total, with a performance review every six months.
- No regular-job benefits: No HRA, conveyance, CGHS, housing or other allowances. Official travel outside Delhi is reimbursed at Group-B Non-Gazetted rates.
- Leave: 1.5 days per completed month; unused leave lapses at the end of the calendar year.
- Leaving early: If you quit within six months, you get no experience certificate. Either side must give 30 days' notice.
- Confidentiality: You fall under the Official Secrets Act, 1923, must give integrity certificates from two references, and cannot work against the department's interest for two years after the contract ends.
