The post is a Group 'A' Gazetted position at Level 11 of the Pay Matrix (Pay Band-3 Rs. 15,600-39,100 + Grade Pay Rs. 6,600 pre-revised). Civil Engineering graduates with port/harbour experience working in Central/State Government, PSUs or eligible bodies can apply. The Department of Fisheries under the Ministry of Fisheries, Animal Husbandry and Dairying has released File No. 12023/3/2020 Admn I (E-17549) dated 17 April 2026 to fill one Assistant Commissioner (Fishing Harbour) post at Krishi Bhawan, New Delhi. This is a Composite Method recruitment — eligible officers from Central Government, State Governments, Union Territories, recognised Research Institutions, Public Sector Undertakings, Universities, Semi-Government or Autonomous bodies can apply through proper channel. The post involves planning, development and construction of fishing harbours and shore installations across India.
Who Can Apply?
Service Eligibility
- You must be an officer of the Central Government, State Governments, UTs, recognised Research Institutions, PSUs, Universities, or Semi-Government / Autonomous / Statutory bodies, AND
- Holding an analogous post on regular basis in the parent cadre or department; OR
- With five years' regular service in the grade in the scale of pay of PB-3, Rs. 15,600-39,100 with Grade Pay of Rs. 5,400 or equivalent
Essential Educational Qualification
- Degree in Civil Engineering from a recognised University
- Five years' experience in Port or Harbour Engineering in Central Government, State Government, PSUs, Port Trust, or Private Registered construction companies/Bodies
Desirable Qualification
- Post Graduate degree in Civil Engineering or Harbour Engineering or Ocean Engineering from a recognised University or Institute
Note: The departmental Assistant Director (Fishing Harbour) in PB-3 (Rs. 15,600-39,100) with Grade Pay Rs. 5,400 and five years' regular service will also be considered along with outsiders. If selected, the post is deemed filled by promotion.
Age Limit
- Maximum age for appointment by deputation (including short term contract): not exceeding 56 years as on the closing date for receipt of applications
Salary
- Pay Matrix: Level 11 (Pay Band-3, Rs. 15,600-39,100 with Grade Pay Rs. 6,600 pre-revised)
- Salary range: Rs. 67,700 to Rs. 2,08,700 per month (7th CPC Pay Matrix Level 11)
- You will also get DA, HRA, TA and other allowances as per Central Government rules
- Pay regulated under DoPT O.M. No. 6/8/2009-Estt(Pay II) dated 17 June 2010 as amended from time to time
Selection Process
The selection is through Composite Method (Deputation including Short Term Contract plus Promotion):
- Application Screening: Eligibility check based on service, qualification, and experience criteria
- Verification of ACR/APAR: ACRs/APARs of the last 5 years duly attested by an Under Secretary or above
- Vigilance Clearance: No vigilance or disciplinary case pending
- Integrity Certificate: Issued by the Cadre Controlling Authority
- Final Selection: By the competent authority based on overall merit
Departmental officers in the feeder category in the direct line of promotion are not eligible for consideration on deputation. Similarly, deputationists are not eligible for appointment by promotion.

Responsibilities
- Plan, develop, and construct fishing harbours and shore installations across India
- Handle international fisheries matters and coordinate global cooperation programmes
- Coordinate research results from Fisheries research institutions with field work of state fisheries departments
- Advise on all matters related to development of fishing harbours and shore installations
- Formulate and process development programmes for fishing harbours and shore facilities
- Liaise with State Fisheries Departments, PSUs and Port Trusts on harbour engineering projects
- Prepare technical reports and project documents for the Department of Fisheries
- Work at Krishi Bhawan, New Delhi as the initial place of posting
Eligibility Criteria
Minimum Qualification
Degree in Civil Engineering from a recognised University with 5 years' experience in Port or Harbour Engineering
Preferred Qualification
Post Graduate degree in Civil Engineering or Harbour Engineering or Ocean Engineering
