Rail Vikas Nigam Limited (RVNL) General Manager (S&T) Recruitment 2026 - 1 Post

Rail Vikas Nigam Limited (RVNL), a Navratna PSU under the Ministry of Railways, has released Vacancy Notice No. 2026/RVNL/24-S&T for filling up 1 post of General Manager (Signal & Telecom) in its S&T Department at Kolkata. The post is to be filled on deputation basis for five years or by immediate absorption from Indian Railway Service of Signal Engineers (IRSSE). This is a senior leadership role for officers already serving in analogous grade or with adequate service in Level-13 / IDA E-7.

Who Can Apply?

This post is for serving Group 'A' officers of the Indian Railways S&T Department. You must hold substantively any of these grades:

• Analogous Grade: Officers holding posts in Level-14 (CDA) or IDA E-8 (Rs. 1,20,000 - Rs. 2,80,000) on regular basis.
• Level-13 (CDA): Officers having 17 years of service in Group 'A'.
• IDA E-7 (Rs. 1,00,000 - Rs. 2,60,000): Officers holding this grade for 4 years.
• Preference: Candidates with experience of working in a construction organisation will be preferred.

Age Limit

• For Deputation: Below 58 years on the closing date of vacancy notice
• For Absorption: Not above 57 years on the closing date of vacancy notice
• The cut-off date for age and eligibility is the closing date of the vacancy notice (11 June 2026).

Salary

• For Deputation: Parent pay plus deputation allowance as per Government of India rules
• For Absorption: IDA scale of Rs. 1,20,000 - Rs. 2,80,000 (E-8 level)
• You will also get DA, HRA, perks and other allowances as per RVNL rules.

Selection Process

Selection will be based on the following process:

1. Screening of Applications: The controlling officer / Zonal Railways will forward applications of only eligible candidates along with Vigilance / DAR clearance and last 5 years APAR grading.
2. Shortlisting: RVNL will shortlist candidates based on eligibility criteria, service record and experience.
3. Interview / Selection Committee: Shortlisted candidates may be called for personal interaction with the selection committee.
4. Final Selection: Subject to vigilance, DAR, integrity and medical clearance.

• Lead and manage the Signal and Telecom (S&T) department for RVNL projects across India
• Oversee planning, design, tendering and execution of S&T works for railway construction projects
• Coordinate with Zonal Railways, RDSO and ministry officials on S&T standards and approvals
• Handle contract management, vendor selection and quality assurance for S&T systems
• Monitor project progress, budgets and timelines for assigned S&T works at Kolkata region
• Guide and mentor junior engineers and technical staff in the S&T department
• Ensure safety, technical compliance and timely commissioning of S&T installations
• Prepare progress reports and represent RVNL in technical and review meetings
