The Maharashtra Electricity Regulatory Commission (MERC) is hiring 2 Regulatory Officers (Legal) on a retainership-cum-consultancy contract based in Mumbai. The consolidated pay for this role is Rs. 55,000 per month. This is a good opportunity if you want hands-on experience in India's power sector regulatory framework while working closely with the Commission's legal team.
Maharashtra Electricity Regulatory Commission (MERC) Regulatory Officer (Legal) Recruitment 2026 - 2 Posts
MERC has released a notification for 2 Regulatory Officer (Legal) posts on a retainership-cum-consultancy basis. MERC is a quasi-judicial body set up under the Electricity Regulatory Commissions Act, 1998, and it handles tariff determination, licensing of power distribution companies, and dispute resolution in Maharashtra's electricity sector. The engagement starts at 11 months and can be extended up to 33 months (about 3 years) based on your performance and mutual agreement. Law graduates with courtroom experience or a background in regulatory work should apply.
As a Regulatory Officer (Legal), you will represent MERC in proceedings before the Commission itself, the Bombay High Court and its benches, and the Appellate Tribunal for Electricity (APTEL). Your day-to-day work will include drafting petitions and legal opinions, reviewing tariff and licensing orders, and coordinating with empanelled advocates on the Commission's ongoing cases.
Who Can Apply?
- Qualification: You need a Degree in Law (LLB, either the 3-year or 5-year course) from a recognized university. A Post Graduate Degree in Law (LLM) is preferred but not compulsory.
- Experience: You need at least 3 years of practice in a High Court, District Court, or Subordinate Court, or in any Regulatory Commission, Tribunal, or Quasi-Judicial Authority. Three years of legal experience in a government department, public sector undertaking, corporation, or private organization also counts.
- Bar Enrollment: You must be enrolled with a Bar Council, since this qualifies you to appear and argue cases before courts and tribunals on the Commission's behalf.
- Computer Skills: You should know how to retrieve information using legal research tools such as Manupatra and SCC Online.
- Preference goes to candidates with a Post Graduate Law degree and prior experience working in an Electricity Regulatory Commission.
Age Limit
- You should not be more than 40 years old as on the date of publication of this advertisement.
- Age Relaxation: There is no upper age limit for candidates who already have 3 years of experience working in MERC.
Salary
- Selected candidates get a consolidated pay of Rs. 55,000 per month (all-inclusive, no separate allowances).
- Deserving candidates, or those with prior experience in an Electricity Regulatory Commission, may be offered higher pay at the Commission's discretion.
Selection Process
The selection will be done in the following stages:
- Shortlisting: MERC will shortlist eligible applications based on your qualification and experience — factors like your years of legal practice, the courts or tribunals you've worked in, and any specialized regulatory experience will count in your favour. The exact shortlisting criteria may depend on the number of applications received.
- Written Test / Interview: Shortlisted candidates will be called for a written test and/or interview. No travelling expenses will be reimbursed for attending this.
How to Apply
- Download the application format from the detailed advertisement PDF on merc.gov.in.
- Type out your application in English on good quality white A4 size paper.
- Attach a signed, latest passport-size photograph and self-attested copies of all supporting documents.
- Make sure the form is completely filled — partly filled applications will not be accepted.
- Send your complete application by post or courier to: Secretary, MERC, World Trade Centre, Centre No. 1, 13th Floor, Cuffe Parade, Colaba, Mumbai – 400 005.
- Your application must reach this address by 5 August 2026, 4:00 PM. Applications sent by email or fax will not be accepted.
Other Important Conditions
- Getting appointed as Regulatory Officer (Legal) does not give you any right or claim to a regular post at MERC later on.
- The number of posts is tentative and may change depending on MERC's requirements.
- MERC can reject any or all applications without giving a reason, and reserves the right to set its own shortlisting criteria based on the number of applications received.
- No travelling expenses will be reimbursed for attending the written test or interview.
- Communication with shortlisted candidates will happen only through email, so make sure the email ID on your application form is correct and active.
- This is a retainership-cum-consultancy contract, which means you'll be engaged as an external legal consultant rather than a permanent government employee — similar to how several regulatory commissions retain legal experts on a renewable contract basis.
