MERC has released a notification for 2 Regulatory Officer (Legal) posts on a retainership-cum-consultancy basis. MERC is a quasi-judicial body set up under the Electricity Regulatory Commissions Act, 1998, and it handles tariff determination, licensing of power distribution companies, and dispute resolution in Maharashtra's electricity sector. The engagement starts at 11 months and can be extended up to 33 months (about 3 years) based on your performance and mutual agreement. Law graduates with courtroom experience or a background in regulatory work should apply.

As a Regulatory Officer (Legal), you will represent MERC in proceedings before the Commission itself, the Bombay High Court and its benches, and the Appellate Tribunal for Electricity (APTEL). Your day-to-day work will include drafting petitions and legal opinions, reviewing tariff and licensing orders, and coordinating with empanelled advocates on the Commission's ongoing cases.

Who Can Apply?

  • Qualification: You need a Degree in Law (LLB, either the 3-year or 5-year course) from a recognized university. A Post Graduate Degree in Law (LLM) is preferred but not compulsory.
  • Experience: You need at least 3 years of practice in a High Court, District Court, or Subordinate Court, or in any Regulatory Commission, Tribunal, or Quasi-Judicial Authority. Three years of legal experience in a government department, public sector undertaking, corporation, or private organization also counts.
  • Bar Enrollment: You must be enrolled with a Bar Council, since this qualifies you to appear and argue cases before courts and tribunals on the Commission's behalf.
  • Computer Skills: You should know how to retrieve information using legal research tools such as Manupatra and SCC Online.
  • Preference goes to candidates with a Post Graduate Law degree and prior experience working in an Electricity Regulatory Commission.

Age Limit

  • You should not be more than 40 years old as on the date of publication of this advertisement.
  • Age Relaxation: There is no upper age limit for candidates who already have 3 years of experience working in MERC.

Salary

  • Selected candidates get a consolidated pay of Rs. 55,000 per month (all-inclusive, no separate allowances).
  • Deserving candidates, or those with prior experience in an Electricity Regulatory Commission, may be offered higher pay at the Commission's discretion.

Selection Process

The selection will be done in the following stages:

  1.   2. Written Test / Interview: Shortlisted candidates will be called for a written test and/or interview. No travelling expenses will be reimbursed for attending this.
