The Kerala Public Service Commission (Kerala PSC) has issued two linked notifications, Category No. 039/2026 and 040/2026, to fill 11 Secretary posts in urban local bodies across Kerala. These posts are filled by transfer in the ratio 3:1 from two feeder services — the Municipal Common Service and the Urban Affairs Department. This is a great chance for experienced Upper Division Clerks and senior staff in these departments to move into a higher administrative role with a strong pay scale.

All 11 posts are statewide and are currently in existence.

Who Can Apply?

This is a by-transfer post, so you must already be a serving employee in one of the two feeder services with the right qualification and service.

From Municipal Common Service (Category No. 039/2026):

• Qualification: A degree in any discipline from a recognised university and the Kerala Municipal Test.
• Service: 3 or more years of service as on or before 27 October 2022 in a post carrying the Upper Division Clerk scale of pay or higher.

From Urban Affairs Department (Category No. 040/2026):

• Qualification: A degree in any discipline from a recognised university and the Account Test (Lower).
• Service: 3 or more years of service as on or before 27 October 2022 in a post carrying the Upper Division Clerk scale of pay or higher.

Age Limit

• No age limit applies for this by-transfer recruitment from qualified employees of the Municipal Common Service and Urban Affairs Department.

Salary

• Selected candidates will get a pay scale of Rs. 51,400 to Rs. 1,10,300 per month.
• You will also get Dearness Allowance, House Rent Allowance and other allowances as per Kerala Government rules.

Selection Process

Because this is a by-transfer recruitment, selection is based on your service record and qualification:

1. Service Certificate Scrutiny: You must upload a Service Certificate from your Head of Office showing your post, scale of pay and service as on 27 October 2022.
2. Written / OMR Test (if conducted): If the Commission decides to hold a written or OMR test, you must confirm through your One Time Registration profile and download the admission ticket.
3. Ranked List: The Commission prepares a ranked list of eligible candidates, valid for a minimum of one year and up to three years.
4. Document Verification: Original documents are checked before appointment.

After appointment, you will be on probation for two years within a continuous period of three years.
