Indian Council of Medical Research Consultant Recruitment 2026 - 1 Post

Indian Council of Medical Research (ICMR), under the Department of Health Research, has issued Advertisement No. V-9/2026/CD dated 10 June 2026. The post is for an experienced engineering consultant to support the DHR-ICMR network of BSL-3 and BSL-4 laboratories. ICMR says 11 high-containment laboratories are operational and 17 more facilities are at planning, construction, commissioning or operationalization stages.

This is a contractual and temporary project-mode engagement at ICMR Headquarters or anywhere depending on work needs. The work is highly technical and covers planning, design review, construction monitoring, commissioning, validation, certification, operation and maintenance of high-containment laboratory infrastructure. The initial contract period is 1 year and may be extended as per requirement.

Technical Work Areas

The consultant will support high-containment laboratory infrastructure, so the role is more specialized than a regular civil or electrical engineering post. The notification mentions engineering systems such as containment HVAC, HEPA filtration, effluent decontamination systems, building automation and biosafety-critical infrastructure.

• Planning and Design: Review civil, structural, MEP, HVAC, automation and biosafety engineering designs for BSL-3 facilities.
• Construction Monitoring: Check site progress, approved designs, containment requirements and installation of critical systems.
• Commissioning and Validation: Review protocols and witness validation of HVAC, HEPA filtration, pressure differentials, BMS, EDS, pass boxes and emergency systems.
• Operational Oversight: Assess operational BSL-3 laboratories, maintenance records, engineering risks and infrastructure incidents.
• Certification Support: Help institutions prepare for national BSL-3 certification, gap analysis, corrective actions and regulatory inspections.
• Capacity Building: Support SOPs, maintenance protocols, training programmes, technical checklists and expert committee work.

This role suits engineers who have handled containment laboratory systems or similar biosafety-critical facilities. General building experience alone may not be enough because the desirable experience specifically points to BSL-3/BSL-4 design, commissioning, validation, operation, certification or maintenance.

Who Can Apply?

Professional Engineers

• Qualification: BE/BTech in Mechanical Engineering, Electrical Engineering, HVAC Engineering, Biosafety Engineering or a related discipline.
• Experience: You need at least 8 years of post-qualification experience in the required area.
• Desirable Experience: Proven work in design, commissioning, validation, operation, certification or maintenance of BSL-3/BSL-4 containment facilities.

Retired Government Employees

• Qualification: Requisite qualification in the relevant specialization.
• Pay Level: You should have worked in regular Pay Level 10 or above.
• Experience: You need at least 10 years of experience in the required specialization.

Age Limit

• Maximum age: 60 years.
• Age will be counted as on the last date of receipt of application.
• Age Relaxation: Relaxation will be as per Government of India norms.

Salary

• Selected candidate will get a consolidated salary of Rs. 1,00,000 per month.
• The appointment is on consolidated pay basis.
• The general conditions say project staff on contract basis are not eligible for allowances given to regular employees.

Selection Process (No Written Exam)

ICMR will not conduct a written examination for this consultant post. Selection will be through personal discussion and/or video conferencing after checking essential qualification and experience.

3. Personal Discussion: Shortlisted candidates are called for personal discussion and/or video conferencing.

Important Contract Conditions

• Contract Nature: The post is purely temporary and co-terminable with the project.
• No Regular Claim: Selection will not give any right to claim regular appointment in ICMR.

• No TA/DA: ICMR will not pay travel allowance or daily allowance for personal discussion or video conferencing.
