NHSRC Finance Controller Recruitment 2026: Overview

National Health Systems Resource Centre (NHSRC) is hiring a Finance Controller on behalf of the Ministry of Health and Family Welfare (MoHFW). You will sit in the ministry's NHM-Finance Division in New Delhi and report to the Director or Deputy Secretary (NHM-Finance). It is a purely contractual consultancy, aimed at seasoned finance professionals who know how government money moves from the Centre to the states.

The role centres on PM-ABHIM, the centrally sponsored scheme launched under the Atmanirbhar Bharat health package of May 2020. The scheme fills gaps in health infrastructure, disease surveillance and health research across urban and rural India, so that the country is better prepared for future pandemics. As Finance Controller, you keep watch over the scheme's funds — releases, spending, unspent balances, audits and utilisation certificates — and you may also be asked to cover other centrally sponsored schemes.

Service Conditions and Caveats

• Contract period: The first contract runs up to 31 March 2027 and is likely to be extended based on your performance and the division's needs; further renewal is at MoHFW's discretion.
• Probation: The first three months are on probation.
• Notice period: Either side can end the consultancy with one month's written notice.
• Pay fixation: Your monthly fee within the advertised band is fixed by the selection committee based on your qualifications and experience.
• No other benefits: As a consultant you get no subsidy, compensation or pension beyond what the agreement states, and the fee is fully taxable.
• Travel: Be ready to travel widely to state, district, block and village level; every trip needs prior approval, and a fixed per diem covers boarding and lodging under NHSRC rules.
• Reporting: You submit a quarterly report on action taken and planned to the Director/DS (NHM-Finance).
• Written test: If the selection includes a written test, you must score at least 70% to qualify.

• Check fund-release proposals for PM-ABHIM against current guidelines and norms
• Lead, train and guide the Finance Analysts, Finance Data Analysts and Finance Assistants for allotted states and UTs
• Roll out SNA/SNA-SPARSH, TSA Hybrid and PFMS for fund releases in the states
• Prepare BE/RE estimates and expenditure forecasts
• Arrange statutory and concurrent audits for states/UTs and follow up on audit observations
• Prepare reimbursement claims and audit reports for development partners
• Review FMRs, fund-position statements and annual PIPs of allotted states
• Supply data for Parliament questions, RTI, VIP references and CAG audits
