Who Can Apply?

  • Education: You must hold a Bachelor's degree from any university established under a Central or State Act in India, or recognized under the UGC Act 1956, or an equivalent qualification recognized by the Government.
  • Gujarati Shorthand: You must have Gujarati shorthand speed of at least 60 words per minute. This is tested in the first qualifying stage of selection.
  • Computer Knowledge: Basic computer knowledge is required as prescribed under Gujarat Civil Services Classification and Recruitment (General) Rules 1967. You need a valid certificate from a training institute, or a diploma/degree with Computer as a subject, or passing Standard 10 or 12 with Computer as a subject. Candidates without proof will need to pass a basic computer test before appointment.
  • Language: Adequate knowledge of Gujarati or Hindi (or both) is required.
  • Citizenship: You must be an Indian citizen as per Gujarat Civil Services Classification and Recruitment (General) Rules 1967, Rule 7.
  • Experience: No prior work experience is required. Freshers can apply.

Selection Process

Selection happens in three stages. You must clear each stage to proceed to the next one.

  1. Stage 1 — Qualifying Shorthand Test (Layki Pariksha): Gujarati shorthand dictation at 60 words per minute for 2 minutes (1 paragraph), followed by handwritten transcription at 7 words per minute. This stage is qualifying in nature only — the marks are not counted in your final merit score. Only candidates who pass this test move on to the Main Examination.
  2. Stage 2 — Main Examination (Written Exam): A descriptive and analytical paper on Gujarati Language Proficiency and Computer Knowledge. Total marks: 100. Duration: 2 hours. Minimum passing marks: 40 out of 100 (for all categories — no relaxation below 40 marks).
  3. Stage 3 — Skill Test (Kaushalya Kasoti): Shorthand dictation and computer transcription using Gujarati Indic Input 3. Total marks: 100. Minimum qualifying marks: 50 out of 100.

Your final merit is based on the combined total of Stage 2 + Stage 3 (200 marks total). You must separately clear the minimum marks in both Stage 2 and Stage 3. Selection lists are prepared cadre-wise (Sachivalaya or HOD) based on merit and category.

This is a permanent Class-3 government post under the Government of Gujarat. For the first 5 years, you serve on a fixed salary of Rs. 26,000/month.
