Employees' State Insurance Corporation (ESIC) Advocate Empanelment 2026 - 61 Positions
The Employees' State Insurance Corporation (ESIC), a statutory body under the Ministry of Labour & Employment, Government of India, has invited applications from practicing Advocates for empanelment through its Regional Office, Jharkhand. ESIC needs this panel to represent it in service, labour, insurance, recovery, medical, and administrative matters connected with employees covered under the ESI Scheme. The panel covers the High Court of Jharkhand, the Central Administrative Tribunal (Ranchi Bench), and district-level courts spread across more than 20 districts of Jharkhand. Existing ESIC panel advocates must also apply afresh for this cycle using a separate form, so both new and currently empanelled advocates need to submit fresh applications.
Vacancy Breakdown by Court/Location
- Saraikela Kharsawan, Deoghar (Jasidih), Giridih, Latehar, Dumka, Chatra, Gumla, Simdega, West Singhbhum, Hazaribagh, Koderma, Ramgarh, Khunti, Godda, Pakur, Palamu, Lohardaga, Jamtara, Sahebganj, Garhwa (All Courts): 2 positions in each of these 20 districts (40 positions in total)
- Dhanbad and Bokaro (All Courts): 3 positions in each district (6 positions in total)
- High Court of Jharkhand, Ranchi: 5 positions
- All Courts, East Singhbhum: 5 positions
- All Other Courts, Ranchi: 4 positions
- Central Administrative Tribunal, Ranchi Bench: 1 position
In total, ESIC is filling 61 panel positions across Jharkhand. You should clearly mention which Court/Forum and location you are applying for in your form, and you can apply for more than one Bench/location if you regularly practice there.
Who Can Apply?
- Qualification: You need at least a Bachelor's Degree in Law (LLB) from a recognized university in India.
- Bar Enrolment: You must be enrolled as an Advocate with the Bar Council of India and currently in active practice at the Bar.
- Experience: You need 10 years of professional experience to apply for the High Court of Jharkhand or the Central Administrative Tribunal, and 5 years for district-level courts, Employees' Insurance Courts, and other forums. Experience is counted as on 1 August 2026.
- Office Setup: You should have a good professional reputation, strong communication skills, and adequate office infrastructure such as an accessible chamber, staff, and electronic coordination facilities.
- Disqualification: You will not be considered if you have a pending Bar Council disciplinary case, a pending criminal case involving moral turpitude, have suppressed material facts, have a conflict of interest with ESIC, or have an unsatisfactory past record with ESIC.
- If you are already an ESIC panel advocate, you still need to reapply afresh using Annexure III; fresh applicants use Annexure II.
Age Limit
- There is no age eligibility bar for this empanelment. Your date of birth is collected for information purposes only.
Selection Process (No Written Exam)
ESIC will select advocates in the following stages:
- Document Scrutiny: Your application, profile, and past performance are reviewed by the legal branch of the ESIC Regional Office, Ranchi.
- Selection Committee Review: A committee that includes the Regional Director and at least two external legal experts assesses your professional experience, the quality and nature of cases you have handled, your integrity, conduct, and office infrastructure.
- Interaction/Interview: If shortlisted, you may be called for an interaction, interview, or assessment.
- Final Approval: Your empanelment is subject to approval by the Director General, ESIC. The approved panel is published on the ESIC website.
Selection is not automatic just because you submit an application — you are assessed on merit, and ESIC reserves the right to accept or reject any application without assigning a reason.
How to Apply
- Download Annexure II if you are a fresh applicant, or Annexure III if you are an existing ESIC panel advocate, from the notice on the ESIC website.
- Fill in your personal details, educational qualifications, Bar Council enrolment number, and years of practice before each Court/Forum you are applying for.
- Attach the required documents — your LLB degree, Bar Council enrolment certificate, Bar Association ID (if available), government ID and PAN, resume, and a list of important cases handled with judgment copies.
- Also attach copies of empanelment letters from other Government/PSU/Statutory bodies if you hold any, and two recent passport-size photographs. Income tax returns are not required.
- Sign the undertaking and conflict-of-interest declaration in Annexure V.
- Submit your complete application by post, by hand, or by email to the Regional Director, ESIC Regional Office, Jharkhand, Panchdeep Bhawan, Namkum, Ranchi - 834010, or email it to rd-jharkhand@esic.gov.in.

Responsibilities
- Appear on every date of hearing and ensure no ESIC matter goes unattended
- Avoid unnecessary adjournments and oppose unjustified adjournments sought by the opposite party
- Collect the brief and case papers promptly after assignment and coordinate with ESIC for drafting and filing
- Submit a hearing or status report after every hearing, along with a copy of the order whenever available
- Keep ESIC informed about important developments, compliance requirements, and litigation risks
- Provide a reasoned opinion on appeal, review, or other remedy within five working days of an adverse order
- Maintain strict confidentiality of ESIC case information and records
- Return all case files and records to ESIC when required or upon cessation of empanelment
