The Public Enterprises Selection Board (PESB) has invited applications for the board-level post of Director (Operations & Business Development) in Dedicated Freight Corridor Corporation of India Limited (DFCCIL), a Schedule 'A' CPSE under the Ministry of Railways. DFCCIL Director (Operations & Business Development) Recruitment 2026 - 1 Post

Dedicated Freight Corridor Corporation of India Limited is a 100% Government of India owned Special Purpose Vehicle set up under the administrative control of the Ministry of Railways. DFCCIL handles the planning, development, construction, maintenance and operation of India's Dedicated Freight Corridors. The company has an authorised capital of Rs. 22,000 crore and employs over 1,854 regular staff. This recruitment is processed directly by the Public Enterprises Selection Board (PESB) through Vacancy Notice 18/2026.

Who Can Apply?

This is a board-level appointment, so only senior-level professionals can apply. You must be working in a regular (not contract/ad-hoc) capacity in one of the following on the date of application and interview:

  • Central Public Sector Enterprise (CPSE) - including full-time functional Directors on a CPSE Board
  • Central Government - including Armed Forces of the Union and All India Services
  • State Public Sector Enterprise (SPSE) - with annual turnover of Rs. 1,500 crore or more
  • Private Sector - company with annual turnover of Rs. 1,500 crore or more (listed companies preferred)

Qualification

  • You must be an Engineering graduate from a recognised University/Institute with a good academic record
  • An MBA or Post Graduate Diploma in Management gives you an added advantage

Experience

  • You need adequate experience/exposure at a senior level in a reputed organisation
  • At least 5 years during the last 10 years should have been in operations, business development, marketing or planning in the Transport / Logistic sector
  • Railway sector experience is an added advantage

Pay Scale Eligibility (for CPSE candidates)

You must be drawing one of the following eligible scales of pay:

  • Rs. 7250-8250 (IDA) Pre 01/01/1992
  • Rs. 9500-11500 (IDA) Post 01/01/1992
  • Rs. 20500-26500 (IDA) Post 01/01/1997
  • Rs. 51300-73000 (IDA) Post 01/01/2007
  • Rs. 1,20,000-2,80,000 (IDA) Post 01.01.2017
  • Rs. 18400-22400 (CDA) Pre-revised post 01.01.1996
  • Rs. 37400-67000 + GP 10000 (CDA) post 01.01.2006
  • Rs. 1,44,200-2,18,200 (Level 14) CDA post 01.01.2016

Minimum length of service in the eligible scale is 1 year for internal candidates and 2 years for others.

Central Government / All India Services applicants must be holding a post of the level of Joint Secretary in Government of India or equivalent. Armed Forces applicants must be of the rank of Major General (Army) or equivalent in Navy/Air Force. SPSE/Private Sector applicants must be at Board level or immediately below Board level.

Age Limit

  • Minimum age: 45 years (both internal and external candidates)
  • Maximum age (Internal): Must have at least 2 years of residual service as on the date of vacancy with respect to the date of superannuation
  • Maximum age (Others): Must have at least 3 years of residual service as on the date of vacancy with respect to the date of superannuation
  • Age of superannuation: 60 years
  • Age is reckoned on the date of occurrence of vacancy (DOV)

Salary

  • Pay Scale: Rs. 1,80,000 - Rs. 3,40,000 (IDA)
  • Schedule: Schedule 'A' CPSE (top category)
  • Plus admissible Dearness Allowance, HRA, perks and allowances as per DFCCIL / CPSE rules

Selection Process

PESB handles the full selection for this board-level post. The process is merit-based with no written exam:

  3. PESB Interview - Personal interview with the Public Enterprises Selection Board panel

Responsibilities

  • Lead safe train operations on the Dedicated Freight Corridor (DFC) Network as a full-time member of the DFCCIL Board of Directors reporting to the Managing Director
  • Coordinate with Zonal Railways for traffic, operations, linking/junction arrangements and maintain close liaison with Ministries and Government Institutions on rail traffic
  • Prepare project preparatory studies covering financial, economic, social and environmental analysis for business development initiatives
  • Drive development of Private Freight Terminals (PFTs), Goods Sheds, Multi-Modal Logistic Parks (MMLPs) and sidings for bulk traffic generators
  • Plan connectivity of the DFC network with Indian Railways, Inland Container Depots (ICDs) and Ports (both existing and upcoming)
  • Develop non-core commercial business and new revenue streams through Public Private Partnership (PPP) frameworks and concession agreements
  • Build strategies to shift road freight traffic onto rail through the DFC network
  • Oversee development of IT-enabled services in the field of train operations and business development

Eligibility Criteria

Minimum Qualification

Engineering graduate from a recognised University/Institute with good academic record. MBA/PG Diploma in Management is an added advantage.
