About This Job

Delhi Electricity Regulatory Commission (DERC) is hiring 9 Consultants on contract basis at its head office in New Delhi. If you are a law professional, engineer or finance specialist with at least 10-12 years of relevant experience, you can apply offline by post. The last date to send your application is 15 June 2026. Delhi Electricity Regulatory Commission (DERC) has released a Vacancy Circular for the engagement of Senior Staff Consultant (Law), Senior Staff Consultant (Engineering), Staff Consultant (Engineering) and Staff Consultant (Finance) at its office in Viniyamak Bhawan, Malviya Nagar, New Delhi. A total of 9 contract posts have been notified under the DERC (Appointment of Consultants) Regulations, 2001. The engagement is initially for one year, extendable yearly up to three years.

Who Can Apply?

Senior Staff Consultant (Law) - 1 post

  • Essential: Bachelor's and Master's Degree in Law from a recognised University.
  • Experience: At least 12 years of working experience in Power Department or in a Power Sector Undertaking of Central/State Government, dealing with legal and regulatory matters. Of this, at least 2 years must be in a Regulatory Commission, or practice as Advocate in High Court / Supreme Court.
  • Desirable: Working knowledge of the regulatory framework in the electricity sector of India, relevant legislations, National Electricity Policy and Tariff Policy.

Senior Staff Consultant (Engineering) - 2 posts

  • Essential: Degree in Electrical Engineering from a recognised institution.
  • Experience: Minimum 10 years in Power Sector with at least 5 years of regulatory experience.
  • Desirable: Postgraduate qualification in Power / Finance / Management, and experience in SAP.

Staff Consultant (Engineering) - 5 posts

  • Essential: Degree in Electrical Engineering from a recognised institution.
  • Experience: Minimum 5 years of experience in the Power Sector.
  • Desirable: Post Graduate qualification in Power / Finance Management, experience in Electricity Regulatory Commissions, in Distribution / Transmission / Generation Sector, and SAP.

Staff Consultant (Finance) - 1 post

  • Essential: Degree from ICAI / ICWAI / MBA (Finance) or equivalent.
  • Experience: Minimum 3 years of post-qualification experience in infrastructure / banking / large audit firms / consulting firms.
  • Desirable: Experience in analysing Books of Accounts / Cost Audit Records of Companies, and understanding of Power Sector Regulatory Function and Policy framework.

Age Limit

  • Preferable age for Staff Consultants is below 40 years.
  • Relaxation in desirable experience can be considered in deserving cases at the discretion of the Commission.

Salary

  • Senior Staff Consultant (Law / Engineering): Rs. 1,25,000 to Rs. 1,75,000 per month (excluding Tax, if applicable), depending on experience.
  • Staff Consultant (Engineering / Finance): Rs. 75,000 to Rs. 1,00,000 per month (excluding Tax, if applicable), depending on experience.
  • Higher pay may be considered for deserving candidates at the discretion of the Commission.
  • TDS will be deducted as per Income Tax rules.
  • For tours outside Delhi, journey expenses (AC II / AC III by train) will be reimbursed.
  • 15 days leave per year in addition to gazetted holidays.

Selection Process

Selection will be done in the following stages:

  1. Screening of Applications based on eligibility, qualifications and experience.
  2. Shortlisting: More stringent criteria may be applied — meeting minimum criteria does not guarantee an interview call.
  3. Interview before the Selection Committee. Only shortlisted candidates will be called.
  4. Document Verification of degrees, age proof, work experience, last pay certificate, last three months salary slip, IT statements, and Form-16.

The number of consultants engaged may increase or decrease at the time of interview / panel formation as per the Commission's requirement.

  6. Make sure the application reaches DERC by 15 June 2026.

Incomplete applications or those submitted in a different format will be summarily rejected. Canvassing in any form will result in disqualification.

Responsibilities

  • Assist the Commission in drafting orders, regulations and amendments related to the electricity sector
  • Handle litigation filed before APTEL, High Court and Supreme Court for and against DERC
  • Provide engineering and financial inputs for framing tariff orders, regulations and policies
  • Carry out physical verification of capitalised assets, DPR appraisal and CAPEX approval for DISCOMs
  • Conduct true-up of subsidy, loans, interest and licence fee issues related to DTL and NDMC
  • Monitor Special Audit of DISCOMs under CAG-empanelled auditors and study regulations of other ERCs
  • Coordinate with DERC counsels and represent the Commission during hearings
  • Prepare reports, opinions and policy notes as assigned by the Controlling Officer

Eligibility Criteria

Minimum Qualification

Bachelor's & Master's in Law / Degree in Electrical Engineering / ICAI / ICWAI / MBA (Finance) — based on post

Preferred Qualification

Postgraduate qualification in Power / Finance / Management; SAP experience; working knowledge of electricity sector regulations

Required Skills

Power sector regulations, tariff analysis, legal drafting, litigation handling, audit and financial analysis, SAP
