Rail Vikas Nigam Limited (RVNL) is hiring 1 Finance officer at the level of General Manager (Finance) or Additional General Manager (Finance) for its Kolkata / Bhubaneswar office. This is a deputation posting open only to serving IRAS (Indian Railway Accounts Service) officers and officers from CPSEs/government organizations already holding an equivalent grade. Rail Vikas Nigam Limited (RVNL) is a Navratna Central Public Sector Enterprise under the Ministry of Railways, responsible for executing major rail infrastructure projects such as new lines, gauge conversion, doubling, and electrification across India. RVNL has released Vacancy Notice No. 2026/RVNL/39-FIN for filling 1 post in its Finance & Accounts department, to be posted at Kolkata or Bhubaneswar. The engagement is on a deputation basis for five years, subject to government approval for exemption from the rule of immediate absorption. RVNL prefers candidates with experience in CPSEs/government organizations engaged in execution of infrastructure projects, so this is a strong opportunity for IRAS finance officers who want exposure to large-scale railway infrastructure project finance.

Who Can Apply?

For General Manager (Finance) - Level-14 (CDA) / IDA E-8, Rs. 1,20,000-2,80,000:

• You should be holding a post in an analogous grade (CDA or IDA) on a substantive basis, OR
• You should be in Level-13 (CDA) with at least 17 years of service in Group 'A', OR
• You should be holding a post carrying IDA grade E-7 (Rs. 1,00,000-2,60,000) for at least 4 years.

For Additional General Manager (Finance) - Level 13-A (CDA) / IDA E-7, Rs. 1,00,000-2,60,000:

• You should be holding a post in an analogous grade (CDA or IDA) on a substantive basis, OR
• You should be in Level-13 (CDA) with 12-14 years of service in Group 'A', OR
• You should be holding a post carrying IDA grade E-6 (Rs. 90,000-2,40,000) for at least 4 years.

Experience: Preference will be given to candidates with experience of working in CPSEs/Government organizations engaged in execution of infrastructure projects.

• You must not be currently debarred from applying for deputation.
• If you have returned from a previous deputation or foreign assignment, your cooling-off period must be completed before you apply.

Age Limit

• For GM (Finance): you should be below 58 years of age.
• For AGM (Finance): you should be below 56 years of age.
• Age and eligibility are reckoned as on the closing date of this vacancy notice (7 August 2026).

Salary

• GM (Finance): Level-14 (CDA) / IDA Grade E-8, in the range of Rs. 1,20,000 to Rs. 2,80,000 per month.
• AGM (Finance): Level 13-A (CDA) / IDA Grade E-7, in the range of Rs. 1,00,000 to Rs. 2,60,000 per month.
• Since this is a deputation post, you will continue to draw your parent pay plus deputation allowance as per government rules, rather than a fixed RVNL pay scale.

Selection Process

Selection for this deputation post is based on:

1. Document Screening: Your application, along with vigilance/DAR clearance and APAR ratings for the last 5 years, is reviewed by RVNL after being forwarded through your controlling officer.
