The Office of the District Programme Officer, Women and Child Development (WCD), Korba in Chhattisgarh is hiring staff for the Government Observation Home (Shaskiya Bal Sampreshan Griha) in the district. Observation homes look after children whose cases are still being heard under the juvenile justice system, so both roles involve working closely with young residents in a closed facility.

The posts are sanctioned by the Government of India under the Mission Vatsalya child-protection scheme and are filled on a contract basis, not as regular government jobs. Posts and Disciplines

• Paramedical Staff: the health-care post at the home, meant for trained ANM or MPW workers, or nursing-trained candidates, who have already worked as paramedical staff in a government, semi-government or private hospital. Knowing both Hindi and English gives you an edge.
• Assistant cum Night Watchman: a support and night-security post for candidates with a basic school education who have worked as Class IV staff or as a chowkidar in a government, semi-government or reputed private institution.
• Reservation: both posts sit in the unreserved (general) category; no post is set aside for SC, ST or OBC candidates in this drive.

Service Conditions and Caveats

• Domicile: You must be a local resident of Chhattisgarh, proven only by a residence certificate from a competent authority.
• Marriage rules: Anyone who married below the legal minimum marriage age, or who married a person with a living spouse, is not eligible. If selected, you must give a notarised affidavit on a Rs. 50 stamp paper on these two points.
• Experience proof: Only a full-time experience certificate issued by the employer counts. Certificates for voluntary service are not accepted. The Collector's decision on experience is final.
• Serving employees: If you work in a government or semi-government body, attach your employer's No Objection Certificate, or your form will not be considered.
• Contract tenure: The first engagement is for up to 3 years or the scheme period, whichever ends first. After an annual performance review, the Collector (ex-officio chair of the District Child Welfare and Protection Committee) can extend it by up to 3 years at a time; without an extension, the service ends on its own.
• Notice period: Either side can end the contract with one month's notice or one month's pay. In special situations the service can be ended without giving a reason.
• Scheme-linked posts: The posts last only as long as the Government of India runs the scheme. Staff are governed by the State Child Protection Society, Chhattisgarh HR Policy 2023.
• Waiting list: A waiting list of 25% or 3 candidates per post, whichever is higher, is kept. The selection and waiting lists stay valid for one year.
• Travel: No travel allowance is paid for attending the written and skill test.
