West Bengal Public Service Commission (WBPSC) has released Advertisement No. 11/2024 for recruitment to 2 posts of Assistant Director of Textiles (Handloom, Spinning Mills, Silk Weaving and Handloom Based Handicraft Division) in the Directorate of Textiles under the Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal. The post falls under the West Bengal General Service cadre and is temporary but likely to become permanent. Experienced textile professionals with knowledge of Bengali can apply for this mid-level government post with an attractive salary in Pay Level 16.

Who Can Apply?

• Qualification: You need a Degree or Diploma in Textile Technology or Handloom Technology from a recognised university or institute.
• Experience: You must have 5 years of practical experience in a responsible position in a Government Department, Government Undertaking, or reputed commercial concern dealing with the Textile Industry.
• Language: You must know Bengali (spoken and written). This will be tested at the interview. Candidates whose mother tongue is Nepali are exempt from this requirement unless specifically mentioned.
• Nationality: Indian citizens and others declared eligible by the Government of India.

Age Limit

• Maximum age: 40 years as on 01 January 2024.
• SC/ST candidates (West Bengal): 5 years relaxation (up to 45 years).
• OBC-A and OBC-B candidates (West Bengal, non-creamy layer): 3 years relaxation (up to 43 years).
• PwBD candidates (40%+ disability): Up to 45 years.
• Additional relaxation of up to 5 years for candidates with higher qualifications and/or longer experience than prescribed, at the discretion of WBPSC.

Salary

• Selected candidates will get a salary of Rs. 56,100 to Rs. 1,44,300 per month under Pay Level 16 as per WBS (ROPA) Rules, 2019.
• You will also get DA, HRA, and other allowances as per West Bengal Government rules.

Selection Process

Selection may involve up to 2 stages depending on the number of applications:

1. Screening Test (if needed): If WBPSC receives a large number of applications, a Screening Test (MCQ/OMR based) may be conducted to shortlist candidates for interview. Marks in the Screening Test are used only for shortlisting and will NOT be counted in the final merit list.
2. Interview: Shortlisted candidates will be called for interview. Qualifying marks in the interview are 40% for Unreserved and 35% for SC candidates. Your Bengali language skill will also be tested during the interview.

Final merit is based on interview performance. In case of a tie, preference is given to the candidate who is older by date of birth. If dates of birth are the same, higher marks in the minimum qualifying examination are considered.

• Oversee handloom, spinning mills, silk weaving, and handloom-based handicraft operations in the assigned division
• Monitor quality standards and production targets for textile units under the Directorate
• Assist senior officers in planning and implementing textile development programmes
• Prepare reports on production, quality, and progress of textile schemes
• Coordinate with Government departments, undertakings, and private concerns related to the textile industry
• Handle administrative duties including file processing, correspondence, and record keeping
• Inspect textile units and ensure compliance with government guidelines and policies
