UPMSCL, headquartered in Lucknow, is a Government of Uttar Pradesh undertaking registered under the Companies Act 2013 with a seed capital of Rs. 20 Crores from the state exchequer. It is headed by an IAS officer and acts as the nodal agency for centralized procurement and distribution of drugs and medical equipment to government health facilities across Uttar Pradesh. UPMSCL has released a notification (Advertisement No. UPMSCL/HR/2026-27/436) to fill 3 Pharmacist (Drug Procurement) posts on deputation. Only government employees currently holding a regular post at Pay Matrix Level-5 (or equivalent) can apply, since this is a deputation assignment for a maximum period of three years. If selected, you will handle tender preparation and rate contract finalization for drug and medical consumable procurement, helping ensure quality medicines reach public health facilities at the lowest possible cost.

Who Can Apply?

• Qualification: You need Intermediate (Mathematics or Biology group) plus a Diploma in Pharmacy of 2 years 3 months duration, registered with the State Pharmacy Council, Uttar Pradesh.
• Skills: In-depth knowledge of drug procurement and the ability to work on computer systems.
• Deputation Eligibility: You must be a permanent employee of the Central Government or the Government of Uttar Pradesh, holding a regular post in the Pay Scale of Rs. 5,200-20,200 with Grade Pay Rs. 2,800 (pre-revised), or Pay Matrix Level-5, in your parent department as on the closing date.
• Clean Record: No departmental disciplinary proceedings, vigilance inquiry, investigation or tribunal case should be pending against you in your parent department as on the date of application, and you should not have been penalized in any such proceedings in the past.
• Deputation Duration: The deputation is for a maximum period of three years, and you must maintain a satisfactory service record throughout.

Age Limit

• You should be up to 56 years old, as on the closing date for submission of applications.
• Age Relaxation: Provided as per the State Reservation Policy of Uttar Pradesh.
• The closing date for receipt of applications is used as the cut-off for determining your age, qualification and experience.

Salary

• Selected candidates will get pay under Level-5 of the 7th Central Pay Commission (Rs. 29,200 to Rs. 92,300 per month) for the Pharmacist (Drug Procurement) post.
• Deputation is for a maximum period of three years, subject to the deputationist maintaining a satisfactory service record.

Selection Process

Selection is carried out in the following stages:

1. Application Screening: UPMSCL checks your eligibility, qualification and deputation eligibility documents, including your No Objection Certificate (NOC).
2. Shortlisting: A maximum of 10 candidates are shortlisted for the final interview. If more than 10 candidates are eligible, a preliminary evaluation shortlists the top 10.
3. Personal Interview: Final selection is based on a personal interview. No TA/DA is admissible for attending the interview.

UPMSCL reserves the right to cancel any or all positions at any stage of the recruitment process, and the number of vacancies may vary.

• Prepare tenders for procurement of drugs and consumables and finalize rate contracts
• Evaluate tender conditions under the supervision of the General Manager (Drugs Procurement)
• Initiate correspondence with user departments, vendors and other state organizations on procurement matters
• Maintain records related to rate contracts of other corporations and government drug ceiling processes
• Coordinate with the DVDMS team to upload rate contracts, budgets and purchase orders
• Maintain files related to drug and consumables procurement
• Handle additional responsibilities assigned by the Managing Director or General Manager
