About This Job

STPI is hiring 1 Member Technical Staff E-V (Scientist 'F') — a senior Group A S&T post under the Ministry of Electronics and Information Technology. STPI Member Technical Staff E-V (Scientist F) Recruitment 2026 - 1 Post

Software Technology Parks of India (STPI), an autonomous society under the Ministry of Electronics and Information Technology (MeitY), has released Employment Notice No. 2(3)/I/STPI-HQ/2025-2026 for one vacancy of Member Technical Staff E-V (Scientist 'F') at Pay Level 13A. STPI operates 71 centres across India and promotes IT/ITES industry, innovation, R&D, startups, and emerging technologies like AI, ML, IoT, Blockchain, and Cybersecurity. The selected candidate can be posted at any STPI centre in the country. This is a senior-level Director-grade post open via Absorption, Direct Recruitment, or Deputation.

Who Can Apply?

For Direct Recruitment:

  • (a) B.E. / B.Tech with 1st Class in Electronics / Electricals / E&C / Telecommunications / Computer Science / IT OR M.Sc with 1st Class in Physics / Mathematics / Statistics / Computer Science / Electronics / Applied Electronics / IT — with 17 years of experience
  • (b) Master's Degree in Tech / Engineering with 1st Class in Electronics / Electricals / E&C / Telecommunications / Computer Science — with 15 years of experience
  • (c) Ph.D in Science / Engineering in any of the above disciplines / inter-disciplines — with 12 years of experience
  • Note: Candidates with qualification at (a) or (b) plus an MBA / Degree in Law are eligible for 2 years' relaxation in the experience requirement

For Absorption / Deputation:

  • Officers of Central / State Government / PSUs / Autonomous Bodies holding an analogous post on regular basis
    OR
    having 5 years' regular service in Level 13 (Rs. 1,23,100 – 2,15,900)
  • Must also possess qualifications as prescribed for Direct Recruitment
  • The initial period of deputation will be 3 years

Preferred Profile:

  • Experience in the startup ecosystem, corporate innovation, and technology incubation
  • Experience in startup funding and early-stage investments
  • Experience in portfolio management, particularly in relation to startup and technology investments

Age Limit

  • For Direct Recruitment: Maximum 48 years (relaxation as per Govt. of India rules for SC/ST/OBC/PwBD/Ex-Servicemen)
  • For Absorption / Deputation: Maximum 56 years
  • Age is reckoned as on the last date of application — 25 May 2026
  • Candidates working in Govt./STPI on regular basis or belonging to SC, ST, OBC, and PwBD categories are eligible for age relaxation as per prevailing Govt. instructions
  • Contract employees engaged by STPI can get age relaxation equivalent to their continuous service in STPI (not exceeding 5 years)

Salary

  • Pay Level: Level 13A of the 7th Central Pay Commission Pay Matrix
  • Pay Range: Rs. 1,31,100 to Rs. 2,16,600 per month
  • You will also get DA, HRA, TA, and other allowances as applicable to Central Government employees

Selection Process

Selection is done through the following stages:

  1. Administrative Screening: All complete applications received by the closing date are reviewed. Only shortlisted candidates are placed before the Screening Committee
  2. Screening Committee Shortlisting: The committee shortlists candidates for Personal Interview based on qualifications, experience, and profile match
  3. Personal Interview: Only shortlisted candidates are called. The candidate recommended by the Selection Committee is offered appointment

Note: There is no written exam for this post. Selection is entirely interview-based after screening.

Responsibilities

  • Manage and oversee STPI's startup ecosystem initiatives, incubation programs, and innovation hubs
  • Handle policy formulation and implementation for IT/ITES promotion and R&D activities
  • Lead portfolio management of startups and technology investments under STPI schemes
  • Coordinate with MeitY, industry bodies, and government stakeholders on technology programs
  • Monitor and evaluate performance of STPI centers and technology park operations
  • Support funding decisions for early-stage startups and technology companies
  • Prepare reports, policy notes, and presentations for senior management and government authorities
  • Represent STPI at national and international forums on IT industry and startup ecosystem matters

Eligibility Criteria

Minimum Qualification

B.E./B.Tech (1st Class) in Electronics/CS/IT or M.Tech (1st Class) in Electronics/CS with 15-17 years experience, OR Ph.D in relevant discipline with 12 years experience

Preferred Qualification

MBA or Degree in Law (with B.E./M.Tech) for experience relaxation; experience in startup ecosystem, funding, and portfolio management

Required Skills

IT/ITES industry expertise, startup ecosystem management, technology incubation, innovation management
