NMPA Deputy Secretary Recruitment 2026: Overview

New Mangalore Port Authority (NMPA), a major port under the Ministry of Ports, Shipping and Waterways, wants to fill its Deputy Secretary (Class-I) post at Panambur, Mangalore through absorption or deputation. The circular is addressed to the chairpersons of all Major Port Authorities, so only officers already serving in a Major Port can apply. Fresh candidates and private-sector staff cannot.

Under the port's Recruitment Rules, the post is filled by promotion first, then by absorption or deputation, and only then by direct recruitment. NMPA is now using the second route. It is looking for officers who hold an analogous post, or Senior Assistant Secretaries with four years of regular service in that grade at a Major Port. If you are a Senior Assistant Secretary looking for a Class-I administrative role on the west coast, this is a direct step up.

Service Conditions and Caveats

• Deputation period: Three years, extendable to four. In exceptional cases, the Chairman can extend it to five years for posts below Head of Department level.
• Pay option: You can either have your pay fixed in the deputation post, or keep your parent-department pay plus a deputation allowance.
• Dearness allowance and HRA: These follow your parent department's rules or NMPA's rules, depending on which pay you choose. If you keep parent pay, HRA is paid under your parent department's rules at NMPA rates.
• Joining and travel: The port pays transfer TA and joining time both when you join and when you return. Duty travel follows NMPA rules.
• Leave, pension and PF: These stay with your parent organisation. If you are under the Contributory Provident Fund Rules, the port pays the employer's share during deputation.
• Medical and housing: You get medical facilities like NMPA employees. If the port gives you quarters, rent is recovered under NMPA rules.
• Probation: The Recruitment Rules list a two-year probation for this post.
• No withdrawal: You must sign an undertaking that you will not withdraw your candidature if selected.
• Changes to the circular: NMPA may change the circular or its annexures. Any change will be sent to all Major Ports before the last date.

Application Submission Notes

You do not apply to NMPA directly. Your own port forwards your application in the Annexure-II format to The Secretary, New Mangalore Port Authority, Panambur, Mangalore 575010, by post or email. The envelope should be marked "Application for the post of Deputy Secretary (Class-I)".

An advance copy must reach NMPA by the last date. Only then does your port get extra time, until 14 December 2026, to send the full set through proper channel: APARs, vigilance clearance, NOC and the employer's certificate.
