NITI Aayog is hiring for 1 post of Director General (DG) at the National Institute of Labour Economics Research and Development (NILERD). This is a top leadership role at Level 15 of the Pay Matrix (Rs. 1,82,200 to Rs. 2,24,100 per month). National Institute of Labour Economics Research and Development (NILERD) Director General Recruitment 2026 - 1 Post

NILERD, a Central Autonomous Organisation under NITI Aayog (Ministry of Planning), has released a vacancy circular (No. A.12026/5/2024-Admin I) to appoint a Director General. The post can be filled by Deputation (including short-term contract) or by Direct Recruitment on contract basis. The DG is the chief executive of the institute and heads its day-to-day management and administration. NILERD was set up in 1962 and works on applied manpower planning and labour economics research.

Who Can Apply?

Essential Educational Qualification

• You must have a Master's degree in Economics or Sociology or Humanities or Human Resources Development or Mathematics or Statistics from a recognised University or Institute.

Desirable

• A Doctorate (Ph.D) degree in a relevant subject.

For Direct Recruitment (on contract basis)

• You need a minimum of 20 years of experience at Group 'A' level (or equivalent) in Central/State Government, UT Administration, Universities, PSUs, Autonomous Organisations or reputed Research institutions, and/or in reputed Private Sector, Consultancy, International, Multinational or Multilateral Organisations.
• The experience should be in teaching or research, handling analysis and policy formulation in academic or administrative capacity on related subjects.

For Deputation (including short-term contract)

• You should be an officer of the Central/State Government, UT Administration, Universities, PSUs, Autonomous Organisations or Government Research institutions.
• You must be holding an analogous post on regular basis, OR have three years of regular service in Level 14 of the Pay Matrix (or equivalent), and hold the educational qualifications listed above.

Desirable Experience

• Experience of heading an organisation/department independently for at least 5 years.
• Experience on labour market and labour economics, industrial relations, economic development, skill development, international collaboration, research guidance and revenue generation.
• Knowledge of modern research methodology, survey methods, sampling techniques, econometric modules and cost-benefit analysis.

Age Limit

• For appointment by deputation (including short-term contract), the maximum age is 58 years as on the closing date.
• For Direct Recruitment on contract basis, no specific maximum age is fixed in the circular, but the contract term will not extend beyond 65 years of age.

Salary

• The post carries Level 15 of the Pay Matrix (Rs. 1,82,200 to Rs. 2,24,100 per month) as per the 7th CPC.
• You will also get DA and other allowances as per Government of India rules.

Selection Process

Selection is based on screening of applications and an interview by the Selection Committee:

1. Screening of Applications: Only candidates who meet the essential qualifications and experience and can be spared within one month of selection will be shortlisted.
2. Interview: Shortlisted candidates are called for interview by the Selection Committee.
3. Appointments Committee of the Cabinet (ACC): Final appointment is approved by the ACC.

Mere possession of the minimum qualifications does not entitle you to be called for interview.

3. Attach your up-to-date APAR/Confidential Reports for the last 5 years, Vigilance Clearance, Integrity Certificate and Cadre Clearance/NOC.

5. The envelope should be super-scribed 'Application for the post of DG, NILERD in the NITI Aayog'.

• Head the overall management and day-to-day administration of NILERD as its chief executive
• Act as Member-Secretary of the General Council and the Executive Council of the institute
• Approve appointments, probation, regularisation and other personnel matters for institute posts
• Prepare and submit the annual budget estimates of receipts and expenditure to the Executive Council
• Sanction expenditure and re-appropriate funds within the approved budget heads
• Conduct periodic review of research programmes and guide faculty research work
• Authenticate all orders and decisions of the Executive Council
• Ensure annual accounts are compiled and audited as per institute bye-laws
