About This Job
National Institute of Design (NID) Assam is hiring 1 Chief Administrative Officer (CAO) on deputation basis including short term contract. If you are a serving government or institutional officer at Pay Level 11 or above with at least 10 years of relevant administrative experience, this is a senior leadership role at a premier design institution. NID Assam Chief Administrative Officer Recruitment 2026 - 1 Post
The National Institute of Design, Assam (NID Assam) is an Institution of National Importance established at Jorhat, Assam under an Act of Parliament. It operates under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India, and commenced its academic session on 29 July 2019. The institute has invited applications from high-calibre administrators with proven leadership and institutional management experience to fill the post of Chief Administrative Officer on deputation. Only officers currently serving in Central/State/UT Government, Universities, Statutory/Autonomous Bodies, or Research and Development organisations are eligible — private-sector employees need not apply. Preference will be given to candidates with experience in design, fashion technology, or similar higher educational institutions.

Essential Qualifications
- Education: A degree in any discipline from a recognised institute or university. Working knowledge of computers is required.
- Experience: Minimum 10 years of relevant experience in a Government, Educational, or Research Institution. You should have familiarity with academic and administrative activities in higher educational institutions, preferably in design, fashion technology, or similar institutions.
Additional Eligibility for Deputation
- You must be an officer under Central / State / U.T. Government / Universities / Statutory / Autonomous Bodies or Research and Development organisations.
- You must be holding an analogous post or have at least 3 years of service in a post at Pay Level 11 or above.
- People under private employment are not eligible for this deputation post.
- Preference will be given to Persons with Disabilities (PwD) with a minimum of 40% disability, even where the vacancy is not reserved.
Desirable Qualifications
- Experience with computer systems for information processing and retrieval.
- Prior experience of working in a design or similar institution in an analogous post.
Age Limit
- Maximum age: 56 years as on the last date of receipt of application (30 April 2026).
- Age relaxation as per Central Government rules is applicable for SC/ST/OBC/EWS/PwD/Ex-Servicemen candidates, wherever applicable.
- The Institute may relax age and experience in exceptional and deserving cases, or for persons already holding analogous positions in an Institute of National Importance / Centrally Funded Institution / University.
Salary
- Pay Level: Pay Level 12 of the 7th Central Pay Commission Pay Matrix
- Pay Scale: Rs. 78,800 – Rs. 2,09,200 per month
- Minimum Starting Gross Pay: approximately Rs. 1,62,000 per month
- Plus DA, HRA, TA and other allowances as per Central Government rules.
- A higher start in the pay scale may be considered for exceptionally deserving candidates.

Selection Process
The selection is based on shortlisting followed by a personal interaction:
- Shortlisting: Based on essential and desirable qualifications, suitability, and number of years of relevant experience. Meeting the minimum criteria alone does not guarantee a call for interview.
- Presentation / Group Discussion / Interview (Online or Offline): One or more of these formats may be used. If an offline interview is held, the Institute will reimburse travel expenses up to AC II class fare for shortlisted candidates.
- Document Verification: Original certificates (educational, experience, age, caste/disability, salary slips) must be produced at the time of personal interaction.
Note: There is no written exam. The Institute's decision on all selection matters is final.

Responsibilities
- Manage the overall administrative operations of the institute including establishment, recruitment, and human resources
- Handle estate management, stores and purchase functions as per government procurement rules
- Oversee housekeeping, security, and general services to ensure smooth day-to-day functioning
- Coordinate with DPIIT, Ministry of Commerce and Industry, and other government bodies on institutional matters
- Supervise the implementation of academic administrative activities in compliance with UGC/AICTE regulations applicable to design institutions
- Prepare reports, agenda notes, and minutes for Governing Board, Finance Committee, and Senate meetings
- Maintain compliance with Central Government service rules, RTI, and audit requirements
- Lead and mentor administrative staff to build institutional capacity and professional standards
