Mumbai Port Authority (MbPA) is hiring 1 Secretary (Head of Department level) through absorption by composite method. Mumbai Port Authority (MbPA) Secretary Recruitment 2026 - 1 Post

Mumbai Port Authority (MbPA), one of India's premier Major Ports, has released a recruitment notice (No. GAD/P/RECT-HOD/1798 dated 21 May 2026) for filling up the post of Secretary in its General Administration & Human Resources Department. The post is to be filled by absorption through composite method from officers of Major Port Authorities, failing which by deputation, and failing both by direct recruitment. The vacancy will arise with effect from 01 December 2026. Selection is by merit based on Annual Performance Appraisal Reports (APARs), with overall grading not below "Very Good".

Who Can Apply?

For Absorption (Primary Mode)

  • You must be an officer of any Major Port Authority holding a post in the pay scale of Rs. 80,000 - 2,20,000 with three years of regular service in the General Administration, Human Resources, or Legal Department of a Major Port Trust.

For Deputation

  • You must be holding an analogous post or the post of Secretary and equivalent in GAD/HRD in the pay scale of Rs. 1,00,000 - 2,60,000 with 2 years of regular service, OR holding the post of Sr. Dy. Secretary and equivalent in GAD/HRD in the pay scale of Rs. 80,000 - 2,20,000 and above with 5 years of regular service in the grade in Government/Semi-Government/PSUs or Autonomous Bodies (other than Major Port Trusts).

Essential Educational Qualifications and Experience

  • Qualification: A degree from a recognised university.
  • Experience: Seventeen (17) years of experience in the executive cadre in the field of General Administration, Personnel, Industrial Relations, etc. in an Industrial/Commercial/Government Undertaking.

Desirable Qualifications

  • Post Graduate degree/diploma in Personnel Management, Industrial Relations, Social Work, Labour Welfare, or allied subjects, OR a degree in Law from a recognised University/Institution.

Age Limit

  • Upper age limit: 45 years
  • Crucial Date: The crucial date for eligibility criteria will be the date of arising of vacancy, i.e. 01 December 2026, as per Ministry of Shipping's circular No. I-26/25/2013 PE-I dated 26.9.2019.

Salary

  • Initial pay scale: Rs. 1,00,000 - 2,60,000 per month (pre-revised Rs. 43,200-66,000 / Rs. 18,500-23,900)
  • After three years of regular service in the post, you will be elevated to the scale of pay Rs. 1,20,000 - 2,80,000 per month (pre-revised Rs. 51,300-73,000 / Rs. 20,500-26,500), subject to fulfilling relevant conditions as per the Ministry's guidelines.
  • Plus DA, HRA and other allowances as per Central Government rules.

Selection Process

Selection is by merit. No written exam will be conducted.

  1. Application Screening: Eligibility verification by the administrative Port and forwarding to Mumbai Port Authority.
  2. APAR Evaluation: Overall grading in the Annual Performance Appraisal Reports (APARs) for the last 5 years (01.04.2020 to 31.03.2025) must not be below "Very Good".
  3. Vigilance & Administrative Clearance: Submission of vigilance clearance (Annexure-III) and administrative clearance (Annexure-II) by the parent Port.
  4. Services Selection Committee: Final selection by the Services Selection Committee.

Important: If selected, you cannot withdraw your candidature. Withdrawal will lead to debarment from future HoD-level selections in all Major Port Authorities for a period of two years.

  2. Register and fill in the online application form between 25 May 2026 and 23 June 2026.
  3. Submit the application online. No application other than through OAP will be accepted.
  4. Take a printout of the submitted application form.
  5. Submit the printed application to your administrative Port along with the required documents (certified APARs for last 5 years, year-wise APAR availability statement, attested certificates of educational qualification and experience, NOC from your Port, undertaking on non-withdrawal, administrative clearance, vigilance clearance, and two passport-size photographs).
  6. Your administrative Port will forward the complete application to Mumbai Port Authority by 08 July 2026.
