The Office of the District Judge, Kandhamal, Phulbani has released Advertisement No. 03 of 2026 to fill 18 regular posts of court staff under the Odisha District & Civil Courts' Judicial Staff Services Rules, 2008. The posts include 12 Junior Clerk-cum-Copyist, 4 Stenographer Grade-III and 2 Junior Typist. This is an offline recruitment — you have to send your filled application by Speed Post. Who Can Apply?

  • Qualification: You must have passed at least +3 (Graduation) or an equivalent exam from a recognised university.
  • Computer: You must have a Diploma in Computer Application (DCA) from a recognised institute.
  • Language: You must be able to read, write and speak Odia and must have passed an Odia test of at least Middle English (M.E.) standard.

Extra skills needed for specific posts

  • Junior Typist: Typing speed of 40 words per minute.
  • Stenographer Grade-III: Shorthand speed of 80 words per minute and typing speed of 40 words per minute.

Other Requirements

  • You must be a citizen of India.
  • You should be of good character and sound health.
  • If married, you must not have more than one spouse living.

Age Limit

  • You should be over 18 years and below 42 years as on 25 July 2026.
  • Age Relaxation: The upper age limit is relaxed for SC, ST, SEBC, PwD and Ex-Servicemen as per Odisha Government rules.
  • The date of birth on your High School Certificate will be treated as final.

Salary

  • Junior Clerk-cum-Copyist & Junior Typist: Pay Level-4, Rs. 19,900 to Rs. 63,200 per month.
  • Stenographer Grade-III: Pay Level-7, Rs. 25,500 to Rs. 81,100 per month.
  • You will also get DA and other allowances as fixed by the Government of Odisha from time to time.

Application Fee

  • All candidates: No fee. You do not have to pay any examination fee.
  • You must attach two self-addressed envelopes with a postage stamp worth Rs. 56 each for Speed Post.

Selection Process

The selection stages are different for each post. The main steps are:

  1. Written Examination: For Junior Clerk-cum-Copyist, the written test has English (100 marks), Arithmetic (100 marks) and General Knowledge (100 marks). For Junior Typist and Stenographer, the written test is English of 100 marks (qualifying only).
  2. Typing / Shorthand Test: Junior Typist must clear a Typewriting Test (50 marks). Stenographer Grade-III must clear a Shorthand & Typewriting Test (50 marks).
  3. Computer Science Test (Practical): 100 marks for all posts.
  4. Viva-Voce (Interview): 45 marks for Junior Clerk-cum-Copyist and 35 marks for Junior Typist and Stenographer.

You move to the next stage only after clearing the previous one. All written exams are held on the same day, so if you apply for more than one post, you can appear for only one.

How to Apply

  1. Fill the application in the prescribed Form-A format in your own handwriting.
  2. Attach self-attested copies of your certificates, mark sheets, DCA certificate and other documents.
  3. Attach 4 passport-size photographs and two character certificates from Gazetted Officers.
  4. Add two self-addressed envelopes with Rs. 56 postage stamp each.
  5. Write the post name in bold capital letters on top of the application and the envelope.
  6. Send everything by Speed Post only to The District Judge, Kandhamal, Phulbani, PIN-762001 so it reaches before 25 July 2026, 5:00 PM.

  • Handle case files, registers and copying of court records
  • Type orders, judgments and official letters using a computer
  • Take dictation in shorthand and prepare accurate transcripts (Stenographer)
  • Maintain day-to-day records and update court registers
  • Assist judicial officers and senior staff with daily office work
  • Keep documents organised and ready for court proceedings
  • Follow court rules and handle confidential records carefully

Minimum Qualification

Passed at least +3 (Graduation) or equivalent from a recognised university, plus a Diploma in Computer Application (DCA) from a recognised institute

Required Skills

Ability to read, write and speak Odia (Odia test of M.E. standard); computer knowledge (DCA); typing 40 wpm (Junior Typist); shorthand 80 wpm and typing 40 wpm (Stenographer Grade-III)
