Who Can Apply?

For Stenographer (Pay Level 11 - Rs. 38,500-1,22,700):

  • Qualification: You need a graduation degree with 3 years of experience as a Steno-typist, Judgment Writer or Stenographer in a government office or reputed organisation.
  • Speed: You must have a shorthand speed of 100 WPM in English and a typing speed of 50 WPM on computer.
  • Reserved for: Scheduled Caste (SC) category candidates.
  • Note: This appointment is subject to the outcome of ongoing court cases — CWP No. 6948 of 2025 (Hemant Sharma vs. High Court of H.P.) and CWP No. 7805 of 2025 (Anil Kumar vs. High Court of H.P.).

For Clerk/Proof Reader (Pay Level 3 - Rs. 20,200-64,000):

  • Qualification: You need a graduation degree from a recognized university.
  • Typing Speed: You must qualify a typing test at 30 WPM in English on computer, held after you clear the Screening Test.
  • Reserved for: Physically Handicapped (PH) category candidates — hearing impairment (below 60 decibel after correction) or loco-motor disability (candidates with normal upper limbs can also be considered).
  • You must not have any mental retardation, major mental illness, neurological disorder affecting cognition or speech, and must have normal vision, to be considered under the PH category.

Age Limit

  • You should be between 18 and 50 years old as on 1 January 2026 for both posts, since they are reserved category posts.
  • HP Government employees are also eligible between 18 and 50 years, with the same relaxation provisions.
  • Age Relaxation: An additional 5 years relaxation in the upper age limit applies to bonafide SC and PwBD candidates of Himachal Pradesh.

Salary

  • Stenographer: Pay Level 11, Rs. 38,500 to Rs. 1,22,700 per month.
  • Clerk/Proof Reader: Pay Level 3, Rs. 20,200 to Rs. 64,000 per month.
  • You will also get other allowances as per Himachal Pradesh government rules.

Application Fee

  • SC / PH (Reserved Categories of HP): Rs. 300 (including GST)

The fee must be paid only through online mode and is non-refundable once paid. If an Economically Weaker Section (EWS) candidate is unavailable, a post advertised for EWS is de-reserved and filled from a non-EWS unreserved candidate instead.

Selection Process

For Stenographer:

  1. Competitive Examination as per Schedule-IV (Part-H) of the R&P Rules, 2015, including a shorthand and typing speed test.
  2. You must transcribe dictated matter with less than 10% mistakes and type at 50 WPM to qualify; more than 10% mistakes means you are declared unqualified.

For Clerk/Proof Reader:

  1. Screening Test
  2. Written Test
  3. Typing Test at 30 WPM in English (held after qualifying the Screening Test)
  4. Document Verification (DV)

The High Court may conduct the Screening, Proficiency and Written Tests at its District Headquarters in Shimla, depending on the number of candidates. Once you claim a category, it is treated as final and no further correspondence on this will be entertained. Re-checking or re-evaluation of answer sheets is not allowed at any stage, and requests for a change in exam date, time or venue will not be entertained. You will be informed about test schedules only through SMS alerts and email, so keep your contact details active and correct throughout the process.

How to Apply

  2. Register for an Online Recruitment Application (ORA) with a valid email ID and mobile number.
  3. Fill in the online application form for your post.
  4. Upload your photograph, signature, matriculation certificate (age proof) and other required documents — make sure every certificate you upload is valid and issued by a competent authority.
  5. Pay the Rs. 300 application fee online.
  6. Submit the form and keep a printout/screenshot for your records — applications cannot be withdrawn or modified once submitted, though they can be cancelled without a fee refund.

Exam Pattern

Stenographer

You will be tested on a shorthand speed of 100 WPM in English with dictation transcription, and a typing speed of 50 WPM on computer. Up to 10% mistakes are allowed in transcription; more than that disqualifies you.

Clerk/Proof Reader
