DERC Senior Research Consultant Recruitment 2026: Overview
Delhi Electricity Regulatory Commission (DERC), the body that sets electricity tariffs and regulates power companies in Delhi, is engaging Senior Research Consultants in four streams and one Consultant (HR) at its office in Viniyamak Bhawan, Malviya Nagar, New Delhi. The engagement is made under the DERC (Appointment of Consultant) Regulations, 2001 and is purely contractual — it gives no claim to a regular post.
These are senior roles for experienced power-sector engineers, chartered or cost accountants, lawyers and HR professionals. If you have worked on tariff petitions, utility accounts, capex schemes or regulatory litigation, your experience maps directly onto the work here.
Posts and Disciplines
- Senior Research Consultant (Tariff-Engg.): for electrical or power engineers with tariff-determination or commercial experience in generation, transmission or distribution companies.
- Senior Research Consultant (Tariff-Finance): for CAs, cost accountants and finance or power-management MBAs who have built tariff and financial models for a regulator. An engineering degree is an added advantage.
- Senior Research Consultant (Engineering): for power engineers from distribution, transmission or generation companies, working with the Commission's Engineering Division.
- Senior Research Consultant (Law): for LLB holders with civil, commercial, writ or labour litigation experience; exposure to electricity cases before APTEL, High Courts or the Supreme Court is preferred.
- Consultant (HR): for MBA (HR) or PGDM (HR) holders with establishment and administration experience in government, PSUs or autonomous bodies.
Post-wise Duties
Senior Research Consultant (Tariff-Engg.)
You will help prepare tariff orders on petitions from generating companies, the state transmission utility and the Discoms, check power purchase cost and quantum, distribution losses and PPAC, and work out the impact of past-period capex. You will also help draft the next Multi Year Tariff and Business Plan Regulations and compile material for appeals before APTEL and the Supreme Court.
Senior Research Consultant (Tariff-Finance)
You will scrutinise the ARR and true-up petitions of Delhi's utilities, examine their financial statements, verify capex, interest on loans and working capital, and calculate regulatory assets for tariff orders.
Senior Research Consultant (Engineering)
You will review DPRs and tendering submitted by Discoms, visit sites when needed before capex approval, and check that approved schemes are carried out as sanctioned, including cost-estimate accuracy.
Senior Research Consultant (Law)
You will support the Commission on commercial contracts, labour, civil and writ matters, and on tariff petitions, appeals and regulations before regulatory commissions, APTEL, High Courts and the Supreme Court.
Consultant (HR)
You will handle service rules, pay fixation, disciplinary proceedings and leave, along with office administration, staff welfare and the procurement of goods and services, including purchases through Government e-Marketplace (GeM).
Service Conditions and Caveats
- Tenure: The engagement is for three years, renewed yearly, up to a maximum of six years or till you turn 65, whichever is earlier, depending on your performance.

- Extras: Mobile and internet charges are reimbursed up to a monthly cap, you get 15 days of leave a year plus gazetted holidays, and official tours outside Delhi are reimbursed by AC II or AC III train.
- Notice period: Either side can end the engagement with one month's notice or one month's fee; this does not apply to DERC in disciplinary cases.
