HLL Lifecare Limited (a Government of India Enterprise) under the Ministry of Health and Family Welfare has released Reference Code HLL/HR/054/2026 inviting applications from experienced finance professionals for the post of Chief Financial Officer at HLL Biotech Limited. The engagement is on regular basis or deputation for a period of 3 years (extendable). HLL Biotech operates the Integrated Vaccine Complex (IVC) — a project of national importance manufacturing Pentavalent, BCG, Measles, Hepatitis B, Rabies, Hib and Japanese Encephalitis vaccines for India's Universal Immunisation Programme.

Who Can Apply?

Essential Qualification:

• CA (Chartered Accountant) or ICWA (Cost and Management Accountant)

Desirable Qualification:

• Post Graduate Degree / Diploma in Management from a recognised University

Essential Experience:

• Minimum 15 years of post-qualification experience
• Experience preferably in corporate financial management including cost and budgetary control, institutional / multilateral finance, working capital management in an organisation of repute
• Exposure to Financial Planning, Project Structuring, Project Modelling, Contract Management and Procurement
• Candidates from CPSUs must be holding grade of E5 for a minimum period of two years

For Deputation Candidates:

• Officers from Central/State Government, UT Administrations, PSUs, Statutory/Autonomous Organisations, Government Companies, Research Institutions holding analogous post on regular basis, OR with minimum 5 years regular service in E5 grade or equivalent

• Should not be under suspension or facing any disciplinary/vigilance proceedings

Salary

• Pay Scale: Rs. 36,600 - 62,000 (E6 grade, pre-revised)

• Monthly pay starts around Rs. 1,80,833 (CTC at minimum of scale)
• Deputation allowances (if any) as per applicable rules

Selection Process

Selection is through shortlisting and personal interview — there is no written exam.

• Head the Finance and Accounts functions of HLL Biotech Limited and prepare Annual Budget, strategic financial planning and budgeting control
• Manage funds, maintain cash management systems and ensure efficient financial control and allocation
• Analyse business operations financially and introduce effective MIS for management decision-making
• Oversee accounting, costing, budgeting, taxation and overall profitability of the Company
• Liaise with Banks, C&AG, Internal and Statutory Auditors, Cost Auditor and Ministry for MoU target review
• Prepare monthly, quarterly and annual accounts through SAP as per applicable accounting standards
• Maintain Internal Financial Controls and Corporate Governance standards
• Plan and arrange financing for capital projects, including loans, grants and funding from banks and government agencies
• Ensure compliance with Companies Act, DPE guidelines, CVC instructions and tax regulations
