MRVC Assistant Manager Recruitment 2026: Overview

Mumbai Railway Vikas Corporation Limited (MRVC), a public sector company under the Ministry of Railways, is hiring one Assistant Manager (Planning & Civil) on a regular, permanent basis. MRVC plans and builds the suburban rail upgrade projects that carry Mumbai's local trains, and it runs with a deliberately small team — so this officer sits close to the decisions on which projects move first.

This is a direct recruitment post, but it is aimed squarely at serving railway executives. You must already be working in a Railway or Railway PSU in the Level-8 / IDA E2 grade, or have at least two years in Level-7 / IDA E1, along with long post-qualification experience that includes suburban railway project planning and dealings with the Maharashtra Government and lenders such as AIIB.

Service Conditions and Caveats

• Who it is meant for: Executives of Indian Railways or a Railway PSU, on regular or contract basis, in the grades named above. Candidates outside the railway system do not meet the eligibility criteria as printed.
• Language: You need to be comfortable in the local language of Maharashtra, because much of the job is liaison with State Government agencies.
• Marks rule: Percentages are not rounded off — a 59.99% score in B.E./B.Tech counts as below the 60% cut-off.
• Shortlisting: If many eligible forms arrive, only about five candidates per vacancy are called, picked on engineering marks and experience.
• Probation: One year from joining, which can be shortened or extended; confirmation needs the CMD's approval, and you can be discharged during probation without reasons being given.
• Service bond: You sign a Service Agreement Bond to serve MRVC for at least five years after training and probation. Leaving earlier means refunding the training and probation costs, pay and allowances with 12.5% interest.
• Indemnity bond: You also sign an indemnity bond covering MRVC and the Ministry of Railways if the corporation is wound up.
• Tenure: After confirmation, the job runs until the retirement age of 60 or the winding up of the company, whichever comes first.
• Posting: Anywhere within MRVC's area of operation in the Mumbai suburban region.
• Pay protection: Selected railway employees get pay protection, so moving across does not cut your current basic pay.

Fill the proforma at Annexure-A with Annexures B, C and D, paste a self-attested photo, and write the notification number and post name clearly. Send it by ordinary post to DGM (HR), Mumbai Railway Vikas Corporation Ltd., 2nd Floor, Churchgate Station Building, Mumbai 400020, and email a signed PDF scan to dep_abs@mrvc.gov.in. Both must arrive by 5:30 pm on the closing day.

If you are a regular railway or Railway PSU employee, also hand a copy to your own administrative office. They must forward it to MRVC with your NOC, vigilance/DAR clearance and APAR gradings in the Annexure-E format. Once you apply, you cannot withdraw your candidature.

• Coordinate with the Maharashtra Government, Western and Central Railways, the Railway Board and multilateral lenders on project planning and execution
• Track the physical and financial progress of suburban rail projects and flag delays and bottlenecks
• Prepare management briefs, project status reports, presentations and progress dashboards
• Give inputs for Cabinet Notes, MCDO, PMG, the PRAGATI portal and other reporting needs
• Support DPR finalisation, project planning, package prioritisation and implementation sequencing
• Follow up on statutory clearances and NOCs and help clear project hurdles
