FREMAA Procurement Associate Recruitment 2026: Overview

The Flood and River Erosion Management Agency of Assam (FREMAA), an autonomous society under the Water Resources Department, Government of Assam, wants one Procurement Associate on a contract basis. The job sits inside the project management unit of the Climate Resilient Brahmaputra Integrated Flood and Riverbank Erosion Risk Management Project (CRBIFRERMP), which the state is preparing with funding from the Asian Development Bank (ADB).

The project aims to build a long-term way of handling floods, riverbank erosion and sediment at selected stretches of the Brahmaputra, along with modern planning tools and training for the state's water agencies. As Procurement Associate, you will be the hands-on support behind the agency's tenders and contracts, working under the Procurement Specialist and reporting your work through monthly reports.

The role suits a civil engineer, MBA or economics/finance graduate who already knows public tendering. Hands-on work under ADB, World Bank or other multilateral bank procurement rules gets preference, and an extra qualification in procurement counts as a plus.

Service Conditions and Caveats

• Contract term: The first contract runs for 11 months. Renewal depends on your performance under FREMAA's HR policy.
• Pay is negotiated: The final monthly pay inside the advertised band is fixed at negotiation, based on your relevant experience and how you perform in the interview. Travel and other allowances follow FREMAA norms.
• Less experience, lower pay: If not enough experienced candidates apply, FREMAA may shortlist people with less experience, but anyone selected that way will be offered a lower salary.
• Base and travel: You will work full-time from the FREMAA project office in Guwahati and must be ready to travel to project sites in other districts of Assam.
• Integrity clause: You must avoid any conflict of interest in procurement work and keep all project information confidential.
• Changes to the post: FREMAA may change the number of positions, cancel them, or modify the qualification and experience rules during the process depending on the response.
• Canvassing: Any form of canvassing leads to disqualification.

• Prepare and update the project procurement plan and strategy for each package
• Draft bid invitations, expressions of interest, bidding documents and requests for proposals using ADB and World Bank standard documents
• Help open and evaluate bids, prequalification applications and technical and financial proposals
• Support the CEO and Procurement Specialist in contract negotiations and in drafting negotiated contracts
• Handle procurement-related complaints together with the project team
• Train and advise PMU and PIU staff on procurement matters
• Keep procurement records ready for audit and prepare monthly procurement progress reports
