CIT Chandigarh Team Leader and Sector Expert Recruitment 2026: Overview
The Planning & Evaluation Organization of the Finance Department, Chandigarh Administration is building the core team of the Chandigarh Institute for Transformation (CIT), the Union Territory's think tank set up under the State Support Mission (SSM). You would work alongside NITI Aayog and a Lead Knowledge Institution (LKI) to plan Chandigarh's development roadmap, track its progress and advise on policy.
This is a contractual, open-market engagement for senior professionals, not a regular government post. It suits people who have spent years in planning, monitoring and evaluation or sector policy work, ideally with a State or UT government, and who can lead studies, write policy briefs and coordinate with national institutions such as ISB, PEC and Panjab University.
Posts and Disciplines
- Team Leader: heads the CIT team and owns the UT-wide KPI framework, development strategy and coordination with NITI Aayog. Suited to economists and management graduates with a long record in project appraisal, monitoring and evaluation, and leading teams.
- Sector Expert I (Urban Infrastructure, Planning, Transport & Mobility): covers city planning, infrastructure and mobility. Suited to architects, regional or urban planners and transport specialists.
- Sector Expert II (Environment, Climate Action & Eco-Tourism): covers the environment, climate action and eco-tourism agenda of the UT. Suited to engineers, management graduates and postgraduates in environment or climate studies.
Post-wise Duties
Team Leader
You will set and track monthly KPIs for the whole UT, review strategies proposed by consultancy firms, UN agencies and international bodies, and run two field surveys or studies on different sectors of the economy with reputed partner institutions. You will also prepare UT, regional and sectoral reports, keep the NITI Aayog progress portal updated and organise workshops for the institute.
Sector Expert I (Urban Infrastructure, Planning, Transport & Mobility)
You will build and monitor sector KPIs for urban infrastructure, planning and mobility, conduct two sector studies, and work with UT officials to shape project proposals the Administration can implement. You report to the Team Leader and support the institute's reports, workshops and innovation work.
Sector Expert II (Environment, Climate Action & Eco-Tourism)
You will do the same for the environment, climate action and eco-tourism sector: track its KPIs every month, review outside strategies, run two field studies and help draft policy briefs and project proposals under the Team Leader's guidance.
Service Conditions and Caveats
- Engagement: Contractual through the open market; the posts have financial approval up to Financial Year 2030-31.
- Pay: The monthly amount is consolidated and inclusive of all, so no separate allowances are paid.
- Leave: You get the Chandigarh Administration's listed holidays plus 18 days of leave in a year.
- Experience rule: Internship or training periods are not counted towards the experience requirement.
- Languages: You need excellent spoken and written English and Hindi.
- Posting: All three posts are based in Chandigarh.
Application Submission Notes
The application form is attached to the official notice and is also listed on the Chandigarh Administration's public notices page. Fill it in, attach self-attested copies of your testimonials, and either hand the hard copy in at Planning & Evaluation Organization, III Floor, Chandigarh Secretariat, Sector 9, Chandigarh or email it to poplanning@gmail.com.
