The Fertilisers and Chemicals Travancore Limited (FACT) is inviting applications for empanelment as Inquiry Officer. If you are a retired officer from a Government department, autonomous body or PSU at E4 grade or above, with experience in conducting departmental inquiries, you can apply. The panel will be limited to 5 persons and valid for 3 years. The last date to apply is 1 June 2026. Honorarium is Rs. 30,000 to Rs. 50,000 per inquiry.

The Fertilisers and Chemicals Travancore Limited (FACT) Inquiry Officer Empanelment 2026

The Fertilisers and Chemicals Travancore Limited (FACT), a Schedule 'A' multi-divisional Central Public Sector Enterprise, has released Notification No. 03/2026 dated 13 May 2026 for empanelment of Inquiry Officers on contract basis. Applications are invited from persons separated from Government / PSU service through superannuation, voluntary retirement, or resignation, with knowledge of laws and procedures for conducting Departmental Inquiries. This is an offline application — submit by post. The place of inquiry will normally be at Udyogamandal, Kerala, but may vary based on the case.

Who Can Apply?

• Educational Qualification: Graduation from an AICTE approved or UGC recognised University or Deemed University
• Service Status: You must have been separated from service through superannuation, voluntary retirement, or resignation from a Government Department, Government Autonomous Body or Public Sector Undertaking
• Grade at Retirement: You must have held a substantive managerial position in E4 scale or above
• Inquiry Experience: You must have handled at least one inquiry as Inquiry Officer in a Government Department or PSU
• Knowledge Required: Adequate knowledge of laws, rules and procedures for conducting Departmental Inquiries in connection with Disciplinary Action
• Experience in conducting departmental inquiries in PSUs is an added advantage

Age Limit

• Maximum age: 69 years as on 01 May 2026
• The engagement shall be limited up to the age of 70 years
• You must enclose proof of age (school leaving certificate or birth certificate) with the application

Honorarium

• Lump Sum per inquiry (witnesses up to 5): Rs. 30,000
• Lump Sum per inquiry (witnesses 6-10): Rs. 40,000
• Lump Sum per inquiry (witnesses more than 10): Rs. 50,000
• Secretarial Assistance: Rs. 5,000 to Rs. 10,000 per inquiry depending on number of witnesses
• Transport Allowance per sitting: Rs. 1,000 (up to 100 km), Rs. 1,500 (100-200 km), Rs. 1,750 (beyond 200 km)
• For common / joint inquiries with more than 2 charged officers: 50% additional on lump sum (Rs. 45,000 / Rs. 60,000 / Rs. 75,000)
• Payment is made only after submission of the Inquiry Report and recommendation by the Disciplinary Authority

Selection Process (No Written Exam)

Selection is based on:

1. Shortlisting: Based on retirement grade, experience in departmental inquiries and knowledge of disciplinary procedures
2. Interview: Shortlisted candidates will be called for a personal interview at FACT, Udyogamandal
3. Document Verification: Original certificates of age, education, retirement grade and inquiry experience will be checked

The select panel will be limited to 5 persons and will be valid for 3 years, extendable at the option of the Company. Empanelment does not by itself confer any right to engagement — engagement is at the sole discretion of FACT based on requirements.

2. Fill the application form completely, affix a recent photograph and sign it
3. Attach self-attested copies of: age proof, degree certificate, proof of retirement from Govt/PSU, proof of managerial grade at retirement, proof of inquiry experience, and Aadhaar / Voter ID
4. Superscribe the envelope with "Application for empanelment - Inquiry Officer on Contract - 2026"

6. Application must reach FACT by close of office hours on 1 June 2026

Incomplete applications are liable to be rejected. Persons already engaged as Inquiry Officer by FACT also need to apply for inclusion in this panel.

• Conduct departmental inquiries in connection with disciplinary action against FACT employees
• Examine witnesses and record statements as per established disciplinary procedures
• Address procedural objections raised by charged officers and document findings on each article of charge
• Submit the inquiry report with two ink-signed copies to the Disciplinary Authority within 180 days
• Maintain absolute secrecy and confidentiality of all official documents and information
• Give an undertaking that you are not a witness, complainant, close relative or known friend of the charged employee
• Travel to the inquiry venue (normally Udyogamandal, but may be anywhere in India based on case requirement)
