Bihar Technical Service Commission (BTSC) has released Advertisement No. 23/2026 for 252 regular appointment posts of Instructor (Electrician/Wireman) under two departments — the Science, Technology and Technical Education Department (STTED) and the Public Health Engineering Department (PHED). The majority of posts (249 posts) are under STTED for Government Engineering Colleges, Government Polytechnics, and Government Women's Polytechnics. The remaining 3 posts are under PHED for Electrician. Bihar domicile women get 35% horizontal reservation as per Bihar Government rules. Applications are accepted online from 15 April to 15 May 2026.

Who Can Apply?
For STTED Posts — Instructor (Electrician/Wireman) — Pay Level 6
- Qualification: You need a 1-year or 2-year ITI certificate in Electrician or Wireman trade from an institution recognised by the National Council for Vocational Training (NCVT), Delhi, or the State Council for Vocational Training (SCVT), Patna.
- Distance Learning NOT accepted: Only regular (full-time) ITI courses are valid. Correspondence or distance learning ITI certificates will not be considered.
For PHED Posts — Electrician — Pay Level 2
- Qualification Part 1: You must have passed Matriculation (10th Class) from a recognised Board.
- Qualification Part 2: You must also have an ITI certificate in Electrician or Wireman trade from a recognised industrial training institution.
- Distance Learning NOT accepted: Only regular ITI courses are valid; distance learning certificates will not be given preference.
Other Requirements
- Domicile: Reservation benefits (SC/ST/OBC/EBC/EWS) are available only for Bihar domicile candidates. Candidates from outside Bihar can apply in the unreserved category.
- Work Experience (STTED only): Contractual service as Instructor in STTED schools/colleges in Bihar gives bonus marks in the selection process (see Selection Process section).
Age Limit
- Minimum age: 18 years (as on 01 August 2026)
- Maximum age for Unreserved (General) male candidates: 37 years
- Maximum age for Unreserved women: 40 years
- Maximum age for OBC / EBC (male and female): 40 years
- Maximum age for SC / ST (male and female): 42 years
- PwD (Divyang): Additional 10 years relaxation (per GAD letter No. 962, dated 22.01.2021)
- Regular Government Servants (3+ years continuous service): Additional 5 years relaxation for entry into higher pay services
- Contractual employees of STTED, Bihar get age relaxation equal to their contractual service period (calculated up to cut-off date 01.08.2026)
- Note: Only one type of age relaxation (from clauses ii, iii, iv, or v) is applicable to a candidate.
Salary
- STTED — Instructor (Electrician/Wireman): Pay Level 6 — Entry Pay Rs. 35,400 per month
- PHED — Electrician: Pay Level 2 — Entry Pay Rs. 19,900 per month
- You will also receive DA (Dearness Allowance), HRA (House Rent Allowance), TA (Travel Allowance) and other allowances as per Bihar Government rules.

Selection Process
Selection will be done based on a written competitive exam and document verification.
For STTED Posts (Instructor Electrician/Wireman):
- Written Competitive Exam (Computer Based Test — CBT): 75 marks — 100 MCQ questions, 2 hours duration, bilingual (Hindi and English). Negative marking of 0.25 marks per wrong answer. Marks in the exam are calculated as 75% of the total score (i.e., if you score 60%, you get 60 x 0.75 = 45 marks).
- Work Experience Marks (Karyaanubhav): up to 25 marks — Given for contractual service as Instructor in STTED's Government Engineering Colleges and Polytechnics in Bihar. Calculated at 5 marks per year of service (max 25 marks; 6 months = 1 year; less than 1 month = 0). Experience counted up to 15 April 2026. You must attach a salary payment certificate in Appendix-I format signed by the institution's Principal.
For PHED Posts (Electrician):
- Written Competitive Exam (Computer Based Test — CBT): 100 marks — 100 MCQ questions, 2 hours duration, bilingual (Hindi and English). Negative marking of 0.25 marks per wrong answer.
Note: Both STTED and PHED posts use the same combined written exam. Qualifying marks — General: 40%, OBC/EBC: 36.5%, SC/ST/Women/PwD: 34%, SC/ST (additional): 32%.
After the written exam, qualified candidates will be called for Document Verification.

- Teach Electrician and Wireman trade subjects to students in Government Polytechnic and Engineering College institutions across Bihar
- Conduct practical sessions in the workshop and ensure safe handling of electrical tools, equipment, and wiring setups
- Prepare lesson plans, practical demonstrations, and teaching materials aligned with the approved trade syllabus
- Evaluate students through tests, practical assessments, and regular assignments as per the curriculum
- Maintain attendance registers, workshop records, and other institutional documentation as required
- Guide students on trade skills, industry practices, and career pathways in the electrical sector
- Follow departmental guidelines and participate in institutional activities as directed by the Principal or department head
