Maharashtra Institution for Transformation (MITRA) is engaging a Senior Consultant for Information Technology, Supplementary Services and Communication to guide major digital initiatives for Maharashtra. The role combines ICT strategy, e-governance, data use and future technologies with public-policy implementation. This is a leadership assignment for someone who understands both large information systems and the institutional work needed to deploy them. The work also has a strong partnership dimension. MITRA expects the consultant to bring together government teams, private technology providers, business groups, external specialists and development organisations. Ideas must be adapted to Maharashtra's needs, with attention to implementation barriers, sustainable resources and the realities of citizen-facing service delivery.

Service Conditions and Caveats

• Contract tenure: The initial engagement is for one year and may be extended for a further two years. An extension is subject to MITRA's decision rather than an automatic continuation.
• Senior reporting line: The consultant will report to the CEO of MITRA and will lead analytical and delivery work with a high level of responsibility.
• Statewide focus: The assignment supports ICT and governance programmes across Maharashtra. Designs should therefore work across departments and different service-delivery settings.
• Technology scope: The role covers enterprise architecture, data governance, e-government policy, data analytics, public-private approaches and future technology for administration and citizen services.
• Evidence of results: Applicants must be able to support their record of sector results with a documentary reference, such as a supervisor or stakeholder reference, a published paper or a published news article.
• Lien option: Experts working with government, multilateral development organisations, international aid agencies, established NGOs or consulting firms may be offered on lien for one year.
• Leadership expectation: MITRA needs collaborative decision-making, strategic planning, clear risk assessment and the ability to coordinate complex initiatives involving many institutions.
