MITRA Social Development Specialist Recruitment 2026: Overview

Maharashtra Institution for Transformation (MITRA) is engaging a senior Social Development and Gender Specialist for the Knowledge Management PMU of the World Bank-assisted Maharashtra Urban Water Supply, Sanitation and Reuse Program. Based at MITRA in Mumbai, the specialist will help the programme understand whether its water and sanitation work reaches people fairly, listens to citizens and responds to social risks. This is not only a reporting role: it connects evidence from communities and project units with policy advice for programme leadership. The central challenge is turning inclusion commitments into measurable action across a large public-service programme.

You will operate across results monitoring, gender inclusion, stakeholder engagement, grievance systems and evaluation support. The assignment involves working with programme units, project implementation units, urban bodies, government departments and development partners, often bringing several sources of information into one clear assessment. Good judgement matters because a dashboard may show a trend without explaining the local barriers behind it. Your briefs and coordination work should help managers spot gaps early, follow up with implementation teams and carry useful lessons into policy notes, missions and evaluations.

Service Conditions and Caveats

  • Contract basis: the engagement is governed by the terms issued by MITRA and the Government of Maharashtra for MUWREP. It does not give you a right to regular appointment in either organisation.
  • Continuation: any continuation depends on your performance, the programme's need, available funds and approval from the competent authority. The notice does not promise automatic renewal.
  • Place and coordination: your base will be MITRA, Mumbai, with travel and coordination for MUWREP whenever required by the assignment.
  • Reporting line: the specialist reports to the Deputy Programme Director or Joint CEO of MITRA, or another officer designated by the CEO.
  • Working network: you may coordinate with PMU and PTMU teams, PIUs, the Urban Development Department, Government of India representatives, World Bank teams, consultants and other stakeholders. The role needs tact as well as firm follow-up when social issues are delayed or overlooked.
  • Programme outputs: the work includes concise status notes, dashboard inputs, policy briefs and material for programme missions or evaluations, all grounded in evidence received from implementing teams and communities.
  • Professional conduct: canvassing can lead to disqualification, original records will be checked before engagement and the competent authority's decision is final. MITRA may modify, cancel or withdraw the recruitment process.

Responsibilities

  • Review social development, gender, stakeholder and grievance data
  • Design and monitor citizen-engagement and inclusion indicators
  • Prepare briefs on social risks, safeguards and mitigation measures
  • Coordinate reporting and issue escalation with implementation teams
  • Track gender action, social accountability and grievance outcomes
  • Support programme missions, evaluations and third-party assessments
  • Prepare monthly status notes, dashboard inputs and policy papers
  • Guide project teams on practical gender and social-inclusion measures

Eligibility Criteria

Minimum Qualification

Postgraduate degree in Social Work, Sociology, Gender Studies, Development Studies, Public Policy, Urban Planning, Rural or Urban Development, or a related field

Preferred Qualification

Experience with World Bank, ADB or JICA safeguards, stakeholder engagement plans, gender action plans, citizen-engagement systems, or water, sanitation, health, urban development and local-government programmes
