HPPSC HPAS Multi-Post Recruitment 2026: Overview
Himachal Pradesh Public Service Commission (HPPSC) is running the H.P. Administrative Services Combined Competitive Examination for executive and field-administration roles across the state government. The recruitment brings Personnel, Rural Development, Food and Civil Supplies, Treasuries and Revenue posts into one competitive process, so you submit one application and indicate the services that match your preference. Block Development Officer is the main field-development role in this cycle, while the other services cover general administration, district finance, public distribution and revenue work.
Posts and Disciplines
- H.P. Administrative Service: general state-administration work under the Personnel Department, with assignments that may move between field offices and the secretariat.
- Block Development Officer: rural-development administration at block level, linking gram panchayats with state schemes and district planning.
- District Controller: district oversight of food supplies, consumer affairs and the public-distribution network.
- District Treasury Officer: treasury operations, government receipts, payments, accounts and financial controls at district level.

Post-wise Duties
H.P. Administrative Service
You may lead a field office, coordinate departments and turn government policy into district-level action. The work calls for sound decisions, clear public communication and careful supervision of statutory processes.
Block Development Officer
You will coordinate panchayat programmes, inspect project progress and help local bodies use rural-development funds correctly. You also bring field problems to the district administration and track whether schemes reach the intended households.
District Controller
You will supervise the public-distribution system, inspect supply arrangements and handle consumer-affairs administration. The role combines regulatory checks with coordination among dealers, warehouses and district officials.
District Treasury Officer
You will oversee treasury transactions, government accounts and payment controls while protecting financial accuracy and compliance. Your office supports departments, pensioners and authorised drawing officers across the district.
Tehsildar
You will manage revenue cases, supervise land-record work and support the district during elections, disaster response and public hearings. Regular contact with residents and subordinate revenue staff is central to the role.
Service Conditions and Caveats
- State-wide service: Appointments belong to Himachal Pradesh government departments, and field posting or transfer within the state is part of the service.
- Service preference: Your final allotment depends on merit, the service preferences recorded in the application and the category position available for that service.
- Himachal knowledge: Familiarity with the state's customs, manners and dialects is treated as a desirable advantage for work in its varied mountain districts.
- Reservation claims: State-category benefits depend on the prescribed Himachal Pradesh certificates. A claim entered in the form must match the supporting record available during scrutiny.
- Provisional admission: Permission to sit the examination does not by itself confirm final eligibility. HPPSC checks qualification, age and category claims against the records you provide.

Exam Pattern
The preliminary examination has 2 objective papers, each carrying 100 questions for 200 marks. You will get 2 hours for each paper.
Paper I: General Studies
- Himachal Pradesh: history, geography, polity, art, culture and socio-economic development
- National and world topics: current affairs, Indian history, geography, polity, economy, environment and general science
Paper II: Aptitude Test
- Aptitude areas: comprehension, communication, reasoning, decision-making and general mental ability
- Numeracy: Class 10 level basic numeracy, data interpretation and English comprehension
Qualifying rule: Paper II is qualifying with 33%; preliminary merit is based on Paper I.
Negative Marking: One-third of the marks assigned to a question is deducted for a wrong answer. An unanswered question carries no penalty.
Exam Type: Objective MCQ papers marked on OMR sheets, followed for qualifiers by the main written examination and personality test.
