The Government of Jharkhand notified the formation of the First Jharkhand Water Resources Commission through resolution no. 462 dated 13.06.2025. To establish this Commission, the Water Resources Department (WRD), Ranchi, has released this 3rd call advertisement to fill 8 specialist positions — covering Water Resources Development, Hydrology, and Soil Conservation/Agriculture. This is a prestigious opportunity for retired or senior engineers (Chief Engineer / Superintending Engineer level) to contribute to Jharkhand's water resources planning and management.

Note: Posts at Rs. 1,80,700/month require experience not below the rank of Chief Engineer. Posts at Rs. 1,69,900/month require experience not below the rank of Superintending Engineer.

Who Can Apply?

Water Resources Development Specialist

• Qualification: BE/BTech/B.Sc. Engineering in Civil Engineering
• Preferred: ME/MTech/M.Sc. Engg./PhD with specialization in Water Resources Engineering
• Experience: Minimum 20 years academic/field experience in Water Resources Development

Hydrology Specialist

• Qualification: BE/BTech/B.Sc. Engineering in Civil Engineering
• Preferred: ME/MTech/M.Sc. Engg./M.Sc. Geology with specialization in Hydro Geology/PhD in Integrated Water Resource Management
• Experience: Minimum 20 years academic/field experience in Integrated Water Resource Management with focus on Ground Water Development and Management

Soil Conservation/Agriculture Specialist

• Qualification: BE/BTech/B.Sc. Engineering in Agriculture Engineering
• Preferred: ME/MTech/M.Sc. Engg./PhD with specialization in Soil Water Conservation/Agronomy
• Experience: Minimum 20 years academic/field experience in Soil Water Conservation/Agronomy

Age Limit

• Maximum age: 62 years for all posts
• Age as on: 01 August 2025

Salary

• Higher-level posts (S.No. 1-3): Rs. 1,80,700 per month (honorarium) — for candidates with experience at Chief Engineer level or above
• Other posts (S.No. 4-6): Rs. 1,69,900 per month (honorarium) — for candidates with experience at Superintending Engineer level or above
• Basis: Honorarium as per Finance Department, Government of Jharkhand notification no. 1284 dated 03.05.2023
• Note: TA/DA will not be provided for attending the interview

Selection Process

1. Screening of Applications: Submitted applications will be screened by the department
2. Interview: Eligible candidates will be called for an interview before a High-Level Selection Committee
3. Appointment: Final selection will be made by the State Government on the recommendation of the selection committee

Important: The decision of the High-Level Selection Committee is final and binding. No written exam is required — selection is purely through interview and merit.

• Handle technical planning and policy formulation for water resources development in Jharkhand
• Prepare detailed assessments of river basin management, irrigation systems, and ground water development
• Work on integrated water resource management strategies with focus on sustainable utilization
• Assist the Commission in preparing recommendations for inter-state river water sharing and basin transfers
• Monitor soil and water conservation programs across the state
• Follow the Terms of Reference (ToR) of the Jharkhand Water Resources Commission as notified in the e-Gazette
• Manage coordination with central water bodies and other state departments on water-related matters
