Rail Vikas Nigam Limited (RVNL) is a Navratna Central Public Sector Enterprise under the Ministry of Railways, Government of India. RVNL is engaged in development, implementation and project management of rail infrastructure, metro projects, highways, bridges, tunnels and other major infrastructure projects in India and abroad. Through Advertisement No. 03/2026 dated 28.04.2026, RVNL invites applications from experienced professionals working in Government Organisations, PSUs, Central Government Companies, or Metro Rail Corporations for one post of General Manager (Business Development) on regular basis.

Who Can Apply?

Educational Qualification

• Essential: Full-time Bachelor's Degree in Civil Engineering from a recognised University / Institution
• Desirable: MBA / PGDM (Marketing / Finance / Strategy / Infrastructure / International Business), or Postgraduate qualification in Infrastructure / Project Management / Finance / Economics

Experience

• Minimum 20 years of post-qualification executive experience in Government / PSU / CPSE / others
• Substantial exposure in Business Development, Project Planning and Procurement, Bid Management, Project Execution in Civil Infrastructure, Identification & Acquisition of New Projects, Preparation/Review of DPRs, RFPs and Bid Submissions
• Only post-qualification experience shall be considered
• Desirable: Exposure to international assignments - participation in global tenders, coordination with international clients/agencies, execution of overseas infrastructure projects

Grade Criteria

For Government Organisations (CDA Pay Scale):

• Holding analogous post in Level-14 (7th CPC) on regular basis, OR
• Holding post in Level-13 on regular basis with minimum 17 years of Group 'A' service

For PSUs / Central Government Companies / Metro Rail Corporations (IDA Pay Scale):

• Holding analogous post in E-8 grade on regular basis, OR
• Holding post in E-7 grade with minimum 4 years of regular service

Age Limit

• You must not be above 57 years as on the closing date of advertisement (27 May 2026).
• Age Relaxation: As per Government of India guidelines.
• Crucial date for age, qualification, experience & length of service is the closing date of advertisement.

Salary

• The selected candidate will be placed in the IDA pay scale of Rs. 1,20,000 - Rs. 2,80,000 (E-8) per month.
• You will get HRA / Lease, medical facilities, EPF, gratuity, perks and benefits as per Company rules.
• Probation: 02 years
• Notice Period: 03 months' notice or salary in lieu
• Service Bond: Rs. 8 Lakhs for 03 years

Selection Process

Selection is through Personal Interview only:

1. Application Screening: Applications are screened by a Scrutiny Committee against the eligibility criteria. Only shortlisted candidates are called for interview.
2. Personal Interview: Shortlisted candidates appear for interview at the RVNL Corporate Office, New Delhi.
3. Document Verification: Original documents (educational qualifications, experience, NOC) are verified at the time of interview.
4. Medical Examination: Selected candidate must undergo medical examination as per RVNL policy at own cost before joining.

There is no written exam. No travelling allowance is paid for attending the interview.

• Drive Business Development functions of RVNL in domestic and international markets
• Identify and develop new business opportunities in railways, metro, highways, bridges, and other infrastructure sectors
• Prepare and review Detailed Project Reports (DPRs), feasibility studies, and project reports
• Manage bid preparation including RFPs, tender documents, and bid submissions
• Carry out project structuring, financial and commercial evaluation, and risk assessment
• Liaise with clients, stakeholders, and partner agencies for project tie-ups
• Support strategic initiatives for diversification and expansion of business portfolio
• Coordinate with international agencies and participate in global tenders when required
