Rail Vikas Nigam Limited (RVNL) is seeking a senior Civil Engineering manager for its Goa assignment through deputation. The notice is aimed at serving railway or public-sector officers with the grade and service background needed for one of four managerial designations. The preferred background spans planning, execution and management of infrastructure, land development, contracts, renewable energy, marine work and urban infrastructure. Your current cadre, grade and project record will determine which level can be considered, so the prescribed form needs a complete service history rather than a general résumé.

Posts and Disciplines

• Additional General Manager (Civil): The senior-most option, intended for an officer already holding a comparable senior grade and capable of leading major delivery and coordination work.
• Joint General Manager (Civil): A senior project-lead option for an officer with established Group A or equivalent public-sector management experience.
• Senior Deputy General Manager (Civil): A middle-senior option for officers who meet the stated cadre or public-sector grade route and can independently manage civil packages.
• Deputy General Manager (Civil): The entry managerial option under this notice for officers meeting the specified Group B, CDA or IDA grade route.

Service Conditions and Caveats

• Appointment basis: This is a deputation assignment, not open-market direct recruitment. You must be a serving officer whose parent organisation can release and sponsor you.
• Tenure: The proposed deputation is for five years, subject to government approval for RVNL's exemption from the immediate-absorption rule.
• Station: The assignment is based in Goa, and the form asks you to state your station choice wherever applicable.
• Parent-organisation record: RVNL needs your cadre, service, present grade, current post, detailed assignments and earlier deputation history to assess the application.
• Clearance: The controlling office must provide vigilance and disciplinary clearance together with the required performance-appraisal grading record.
• Cooling-off and debarment: Previous deputation details, completion of any cooling-off period and any debarment must be declared in the form.
