National Health Systems Resource Centre (NHSRC) Senior Consultant/Manager Recruitment 2026 - 1 Post
The National Health Systems Resource Centre (NHSRC), New Delhi, is recruiting on behalf of the Ministry of Health & Family Welfare for a Senior Consultant/Manager to support the Rashtriya Bal Swasthya Karyakram (RBSK) Child Health programme. RBSK is India's national child health screening programme under the National Health Mission, which identifies birth defects, diseases, deficiencies and developmental delays in children from birth up to 18 years. You will report directly to the Deputy Commissioner and in-charge (Child Health & RBSK) at MoHFW and provide techno-managerial support at the national level, working closely with state health teams to strengthen programme planning, monitoring and implementation. NHSRC is a technical support institution under the National Health Mission (NHM) that places consultants across thematic divisions like RCH, RBSK and Family Planning to strengthen public health systems across India. This is a purely contractual position based in Delhi, ideal for experienced public health professionals who have worked on NHM, RCH or RBSK programmes.
RBSK follows the "4 Ds" framework — Defects at birth, Diseases, Deficiencies and Developmental delays — to screen children from birth to 18 years and refer them for free treatment through District Early Intervention Centres (DEICs). As Senior Consultant/Manager, you will be a key link between the national programme division and state RBSK teams, helping ensure screening targets, DEIC functionality and referral pathways stay on track across India.
Who Can Apply?
NHSRC is looking for a well-rounded public health professional who combines technical expertise with strong programme management skills. Here is what you need:
- Qualification: Master's or equivalent degree in Public Health, Economics, Psychology, Social Sciences, Public Administration or an allied discipline.
- Experience: At least 7 years of work experience in the public health sector, with prior project management experience considered an asset. Candidates who have worked with NHM, RCH or RBSK at the national or state level will be preferred.
- Skills: Good computer proficiency (MS Word, Excel, PowerPoint) and strong analytical, interpersonal and presentation abilities. You should have excellent written and oral communication skills in English; working knowledge of Hindi is desirable.
- Other Requirements: Demonstrated experience operationalising health programmes at the national or state level, the ability to work in a multi-disciplinary team, and willingness to travel extensively to states and districts for field visits.
- Preference: Preference will be given to candidates who have worked in the National Health Mission (NHM) at the national or state level, and to those comfortable coordinating with state nodal officers, development partners and other divisions within MoHFW.
Age Limit
- The upper age limit is 60 years as on the last date for receiving applications.
- Educational qualification, experience and age criteria may be relaxed for candidates with a strong record of published work or highly relevant work experience.
Salary
- Selected candidates will get a salary between Rs. 90,000 and Rs. 1,50,000 per month, depending on qualification and experience.
- This is a contractual position with remuneration fixed as per NHSRC/MoHFW norms — there is no separate pay scale or grade pay for this role.
- Your final consolidated pay will depend on your educational qualification, total years of relevant experience, and the level of responsibility for the assignment.
Selection Process
NHSRC will shortlist and select candidates through the following process, designed to test both technical knowledge of child health programmes and programme management ability:
- Written Test (if conducted): You need to score at least 70% marks to qualify. If a large number of candidates qualify, the top candidates will be shortlisted in a 1:5 ratio against the number of vacancies.
- Interview: Shortlisted candidates will be called for a final interview before selection.
If two or more candidates score identical marks in the written test, all of them will be considered for the next stage.

Responsibilities
- Provide techno-managerial support to MoHFW for RBSK Child Health programme planning, review and implementation
- Analyse state and national programme data regularly for effective monitoring
- Conduct field visits to states, UTs and districts to review programme implementation and resolve challenges
- Coordinate Programme Implementation Plans (PIP) for allocated states, including budget review
- Review technical documents and provide comments on behalf of MoHFW
- Build partnerships with government agencies and programme stakeholders
- Prepare convergence plans across MoHFW, Ministry of Women & Child Development and Ministry of Education
- Support state-level teams and the Project Management Team on RBSK implementation
