National Highways and Infrastructure Development Corporation Limited (NHIDCL) is a Public Sector Undertaking under the Ministry of Road Transport & Highways (MoRTH), set up under the Companies Act, 2013, and operational since September 2015. NHIDCL is responsible for building National Highways in the North-Eastern Region, Hilly States, and Border & Strategic Areas. Through Hiring Notice No. 07/2026 dated 6 July 2026, NHIDCL is engaging 100 Associates under the State Specific Graduate Scheme (SSGS), a component of its broader Scheme for Young Professionals, Expert Professionals, and Empanelment of Persons of Eminence. The scheme is designed to train and promote local engineering talent in the states where NHIDCL operates, helping build long-term human resource capacity in those regions. This is a purely contractual engagement — Associates are treated as independent consultants, not employees of NHIDCL, for a fixed period of 2 years (extendable up to 3 years).

Note: You can only apply for the vacancy advertised for your own State/UT of domicile. For Andaman & Nicobar Islands, candidates from other states may also apply since not enough local candidates were available earlier, though domicile candidates get preference. NHIDCL may also engage additional candidates from the Eligible Pool of Applicants for specific projects, Project Management Units (PMUs), or field offices in remote, border, or hilly locations, subject to approval of the Competent Authority.

Who Can Apply?

  • Qualification: Graduation in Civil Engineering (or an equivalent discipline) from IITs, NITs, or institutions ranked within the top 100 in the Engineering category of NIRF Rankings for your graduation year (or the preceding year if you're about to complete graduation).
  • Experience: 0-2 years after your essential qualification — freshers are welcome to apply.
  • Domicile: You must be a domicile holder of the State/UT you are applying for.
  • Final-year Civil Engineering students may also apply, provided they are likely to complete their graduation before joining.
  • Your qualification must be recognised by AICTE, UGC, or the relevant State Technical Board.

Age Limit

  • Your upper age limit should not exceed 30 years as on the date of issue of the Advertisement.

Salary

  • Selected Associates will get a consultancy fee of Rs. 70,000 to Rs. 80,000 per month, inclusive of all applicable taxes.
  • Associates deployed in Andaman & Nicobar Islands get an additional Location Allowance of 20% of the consultancy fee.
  • You will get an annual enhancement of 5% in your consultancy fee.
  • No other facility or allowance is admissible apart from the above. Income tax and applicable GST will be your own responsibility as an independent consultant, and NHIDCL will issue TDS certificates.
  • Monthly remuneration will be paid within 7 days of completing the month's work, once certified by your Controlling Officer.

Selection Process

The selection involves the following stages:

  1. Registration on Resource Pool Portal: Apply and build your profile in NHIDCL's Resource Pool Portal to join the Eligible Pool of Applicants.
  2. Shortlisting & Interview/Assessment: NHIDCL shortlists eligible candidates and calls them for an interview or assessment based on vacancy availability and project requirements.
  3. Background Verification (BGV): All engagements are subject to successful completion of a background check covering your identity, address, educational and professional qualifications, and character antecedents.
  4. Induction & Competency Test: Selected Associates go through a 3-day induction module and may need to clear periodic Competency Tests as prescribed by the Competent Authority.

As an Associate, you will be expected to assist in project preparation and design appraisal, supervise construction quality and safety, support contract documentation, and help with post-construction monitoring — with detailed Terms of Reference drawn up by your Regional Office once you are selected.

Responsibilities

  • Assist in review of feasibility studies, DPRs, alignment plans, and compliance with IRC/MoRTH standards
  • Conduct field visits to monitor physical and financial progress of highway projects
  • Report on construction quality, safety, and adherence to project specifications
  • Support contract management, correspondence, and maintenance of project records/MIS
  • Review test results and site practices to ensure compliance with approved drawings
  • Support post-construction documentation and punch-list closure activities
  • Monitor projects during the defect liability period after completion
