Essential Qualifications (for Both Posts)

  • Degree: You need a Bachelor's degree in Law (LLB) from a recognised university.
  • Language: You must know the local language of Manipur at least up to Middle standard.
  • Citizenship: You must be a citizen of India.

Salary

  • Under Secretary (Law): Rs. 53,100 per month (Level 12 under MS ROP 2019 — entry pay)
  • Legal Officer: Rs. 43,300 per month (Level 9 under MS ROP 2019 — entry pay)
  • You will also get DA, HRA and other allowances as per Manipur Government rules.
  • Probation period: 2 years

Selection Process

Selection is done in two stages — a written exam followed by an interview:

  1. Written Examination (400 marks): 4 papers, each of 100 marks and 2 hours duration.
    • Paper-I — English (Conventional): Essay writing, Precis writing, Grammar — 100 marks, 2 hours
    • Paper-II — General Knowledge (MCQ): General Knowledge and Aptitude Test — 100 marks, 2 hours
    • Paper-III — Law Paper-I (MCQ): Constitution of India, Jurisprudence, Code of Civil Procedure, Transfer of Property Act, Indian Contract Act, Interpretation of Statutes — 100 marks, 2 hours
    • Paper-IV — Law Paper-II (MCQ): General Principles of Crimes, Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, Bharatiya Sakshya Adhiniyam, Law of Torts — 100 marks, 2 hours
  2. Interview / Viva Voce (30 marks): You need at least 40% (120 marks) in the written exam to qualify. 5 times the number of advertised vacancies are called for interview.

No negative marking for MCQ papers — each correct answer earns 1 mark. Final merit is based on the total of written and interview marks.

Responsibilities

  • Handle legal matters, drafting, and vetting of legislation and subordinate legislation for the state government
  • Assist in preparing legal opinions, replies to court notices, and government legal correspondence
  • Review and interpret statutes, contracts, and legal documents on behalf of the department
  • Represent the department in legal proceedings and coordinate with the government's legal counsel
  • Maintain records of all legal cases, legislation, and departmental orders for future reference
  • Assist senior officers in drafting bills, rules, and regulations for the Law & Legislative Affairs Department
  • Monitor developments in legal and legislative affairs and advise on compliance with applicable laws
