MOIL Limited Inquiry Officer Recruitment 2026 - 4 Posts

MOIL Limited (formerly Manganese Ore India Limited) is a Schedule 'A' Miniratna Category-I PSU under the Ministry of Steel, Government of India. MOIL is the largest Manganese Ore producer in the country, operating ten mines across Maharashtra and Madhya Pradesh. MOIL now invites applications from retired officers to be empanelled as Inquiry Officers for conducting departmental inquiries on a case-to-case basis. The empanelled panel will be valid for 3 years, and assignments will be given by the Disciplinary Authority as and when required.

Who Can Apply?

• Retired Officer Status: You must be a retired officer of MOIL Ltd., any other PSU, or a Public Servant (government servant).
• Inquiry Experience: You must have hands-on experience of conducting departmental inquiries during your service career.
• Language Skills: You must be able to conduct inquiries in both Hindi and English.
• Nationality: Only Indian Nationals are eligible.
• Clean Service Record: You should have a clean and non-controversial service record with impeccable integrity.

Age Limit

• Maximum age: 70 years as on 30 April 2026.
• No minimum age specified — though you must be a retired officer.
• Age proof required: school leaving certificate, matriculation certificate, or birth certificate from Municipal Authorities.

Honorarium (Payment per Case)

This is an empanelment with honorarium paid per inquiry case — there is no fixed monthly salary. The payment depends on the number of witnesses in the case:

• 5 or fewer witnesses: 30% of last drawn basic pay (for retired PSU executives)
• 6 to 10 witnesses: 35% of last drawn basic pay (for retired PSU executives)
• More than 10 witnesses: 45% of last drawn basic pay (for retired PSU executives)
• Government servant retirees get 60%, 70%, or 90% of monthly basic pension depending on the same witness slabs.
• TA/DA is payable at equivalent serving officer rates if travel outside Nagpur is required.
• Stationery, postage, and clerical/stenography support will be provided.

Selection Process

This is an empanelment drive — selection is based on review of applications and eligibility verification:

1. Application Screening: Applications are reviewed for eligibility (retired officer status, inquiry experience, age).
2. Empanelment: Eligible officers are empanelled for a period of 3 years.
3. Case-wise Assignment: Once empanelled, assignments are given by the Disciplinary Authority on a case-to-case basis — you are not assigned a full-time position.

Note: MOIL reserves the right to reject any application without assigning reasons. The assignment can also be terminated at any time without notice.

• Conduct departmental inquiries assigned by the Disciplinary Authority on a case-to-case basis

• Follow principles of Natural Justice throughout the inquiry process
• Address procedural objections raised by charged officers as per applicable rules
• Submit the inquiry report within 60 days (absenteeism cases) or 90 days (all other cases) from the date of appointment
• Return all case files, records, and documents to the Disciplinary Authority upon submission of the inquiry report
• Furnish an undertaking of strict secrecy and declare absence of any conflict of interest with MOIL
