The Meghalaya Basin Development Authority (MBDA) has released an advertisement for hiring 2 contractual Monitoring & Evaluation positions under the Bill & Melinda Gates Foundation (BMGF) project, implemented through the Meghalaya State Health Society and the State Health Systems Resource Centre (SHSRC). This is a contractual engagement for one year, renewable based on performance and project continuance. Public health and biostatistics professionals with relevant M&E experience are encouraged to apply.

Who Can Apply?

Senior Consultant - M&E

• Qualification: MBBS or postgraduate degree (MD/MPH/PhD) in Public Health, Epidemiology, Biostatistics, Demography, Development Studies, or related disciplines from reputable institutions.
• Experience: Minimum 7 years of post-qualification experience in monitoring, evaluation, and learning for health or nutrition programmes.
• Skills: Strong analytical ability with MS Excel/Google Sheets, PowerPoint, and data visualisation platforms (Power BI/Tableau). Familiarity with statistical tools (R/Stata/SPSS) is preferred. Strong understanding of HMIS, RCH Portal, and other national/state MIS systems.

Junior Consultant - M&E

• Qualification: Postgraduate degree in Public Health, Epidemiology, Biostatistics, or related field from a recognised and reputed university/institution.
• Experience: Minimum 4 years of experience in monitoring & evaluation, data analysis, or public health programme implementation.
• Skills: Working knowledge of health data systems (HMIS, surveys, programme data). Basic to intermediate skills in data analysis and visualisation (Power BI/Tableau preferred).

Common Requirements

• Strong written and verbal communication skills
• Proficiency in Microsoft Office and G Suite (Google Docs, Sheets, Slides)
• Ability to create impactful presentations

Age Limit

• Senior Consultant: Must be below 50 years of age
• Junior Consultant: Must be up to 40 years of age

Salary

• Senior Consultant - M&E: Between Rs. 1,75,000 to Rs. 2,00,000 for 20 days of engagement per month
• Junior Consultant - M&E: Rs. 70,000 per month
• The contract duration is one year, renewable based on performance and project continuance

Selection Process

Selection will be made through the following stages:

1. Written/Technical Test: Covers Subject Matter Knowledge, General Knowledge, Reasoning, and English. The test will be held only in Shillong.
2. Personal Interview: Shortlisted candidates will be called for an interview in Shillong. No TA/DA will be paid for attending the test or interview.

MBDA reserves the right to restrict candidates called for interview based on qualifications and experience higher than the prescribed minimum.
